The European Business Association held the event \u201cAccessibility in Business: From Assessment to Action\u201d<\/strong>, dedicated to developing an accessible environment in Ukrainian businesses. Representatives of government, business and the expert community discussed how companies can identify existing barriers, implement practical solutions and move from individual initiatives towards a systematic approach to accessibility.<\/p>\n

The European Business Association aims to create a platform for advancing accessibility and sharing best practices among its member companies.<\/p>\n

\n

\u201cFor us, this topic is about more than just social responsibility. It is about how ready businesses are to create an inclusive environment for customers and partners. It is important to understand what works, where barriers remain and what steps are needed to move from individual initiatives towards systematically building processes that take people\u2019s different needs into account from the outset,\u201d said Svitlana Mykhailovska<\/strong>, Deputy Director of the European Business Association.<\/strong><\/em><\/p>\n<\/blockquote>\n

Accessibility as a Response to Labour Market Challenges<\/strong><\/p>\n

Particular attention during the event was paid to economic accessibility and its role in addressing labour shortages. Daryna Marchak<\/strong>, Deputy Minister of Economy and Environment of Ukraine<\/strong>, noted that advancing accessibility requires first analysing and understanding the specific barriers that exist, as different barriers require different solutions.<\/p>\n

\n

\u201cA person may face several barriers to employment at the same time \u2014 from the need for retraining or psychological support to workplace adjustments or assistance with caring for family members. Our task is therefore to establish a single, clear pathway into employment: identify the barriers, select the necessary support measures, provide assistance with training or workplace adjustments, and support the person through to employment,\u201d Daryna Marchak noted.<\/em><\/p>\n<\/blockquote>\n

She also emphasised the importance of involving employers, as economic accessibility is now directly linked to the resilience of both businesses and the country. Staff shortages and prolonged recruitment processes mean that businesses need to learn how to work with people from all backgrounds across the labour market and invest in improving accessibility. One instrument supporting this effort is the Human Capital Resilience Charter, which aims to promote knowledge and skills among businesses and other labour market stakeholders.<\/p>\n

Tetiana Lomakina<\/strong>, Adviser to the President of Ukraine on Accessibility<\/strong>, also spoke about the importance of business involvement in creating an economically accessible environment.<\/p>\n

\n

\u201cBusinesses\u2019 focus on accessibility and the initiatives they implement represent an important step forward. Economic accessibility cannot be achieved without business involvement, particularly when it comes to bringing as many people as possible into the labour market, including those with different needs,\u201d she said.<\/em><\/p>\n<\/blockquote>\n

Tetiana Lomakina also noted that Ukraine has already approved a national standard on accessibility terminology and standardised the relevant terms, providing an important reference point for accessible and inclusive communication.<\/p>\n

Yuliia Zhovtiak<\/strong>, Director of the State Employment Centre<\/strong>, also stressed that accessibility is not merely a matter of social responsibility, but also a factor in business workforce resilience.<\/p>\n

\n

\u201cEmployment should not be a box-ticking exercise. It is important not only to help someone find a job, but also to adapt the workplace to ensure it is comfortable for them. We are moving towards providing individual support to every person with a disability, offering not only direct employment services but also career guidance, training opportunities, and support for starting or expanding their own business. Together with a career adviser, we identify a person\u2019s actual capabilities, skills and needs from the outset. For employers, this saves a considerable amount of time: businesses gain a motivated employee from the start, while the individual finds a job in which they can genuinely fulfil their potential,\u201d Yuliia Zhovtiak explained.<\/p>\n<\/blockquote>\n

Since the beginning of Russia\u2019s full-scale invasion, 150,000 people with disabilities have approached the employment service, including 30,000 in 2026. She also highlighted the workplace adaptation programme for people with disabilities, which has been in operation since 2023. Employers can apply for compensation through Diia of up to 15 minimum monthly wages for an employee with a Group I disability (UAH 130,000) and up to 10 minimum monthly wages for an employee with a Group II disability (UAH 86,500). Employers have already equipped almost 5,000 adapted workplaces.<\/p>\n

From Assessment to Practical Solutions<\/strong><\/p>\n

During the event, Alona Lebedka<\/strong>, EBA\u2019s Accessibility Expert<\/strong>, presented the findings of the \u201cAccessibility Index\u201d survey<\/a>. The research assesses the implementation of accessibility principles in companies and identifies the main areas for further development. The findings were also discussed with business representatives.<\/p>\n

Participants in the discussion highlighted that barriers extend beyond physical accessibility. Perceptions, stereotypes and prejudice often create additional obstacles. Therefore, advancing accessibility requires work not only on the physical environment but also on corporate culture and approaches to interacting with people.<\/p>\n

Participants also emphasised the need to take into account the specific circumstances of small businesses and provide them with accessible tools and opportunities to develop inclusive practices. At the same time, accessibility cannot be the sole responsibility of employers: achieving systemic change requires joint efforts by business, government and society.<\/p>\n

We would like to thank the event speakers \u2014 Olena Ivanova<\/strong> of UNDP in Ukraine, Mariia Abdullina<\/strong> of OLX Jobs, Dmytro Yakymets<\/strong> of EPAM Ukraine, Svitlana Kapitonova<\/strong> of METRO, Tetiana Yur<\/strong> of BAT, and Valerii Kushnirenko<\/strong>of PZU.<\/p>\n

A practical example of implementing accessible solutions was presented by Nataliia Danylchenko<\/strong>, Head of the Distribution Model Development Centre at UKRSIBBANK BNP Paribas Group<\/strong>.<\/p>\n

\n

\u201cWe look at inclusivity from the perspective of the customer journey. Inclusivity is a mandatory requirement for every new branch. During the full-scale invasion, we have opened nine branches in new locations, and all of them are inclusive. These are spaces that are accessible both physically and in terms of service, where everyone can access banking services comfortably and independently,\u201d Nataliia Danylchenko explained.<\/em><\/p>\n<\/blockquote>\n

At the same time, implementing accessibility solutions involves a number of practical challenges. These include the specific characteristics of buildings, particularly listed buildings; lengthy approval procedures and equipment manufacturing times; air raid alerts and power cuts; and a shortage of contractors.<\/p>\n

The bank\u2019s approach extends beyond physical accessibility. It also encompasses digital and service accessibility, including an accessible website, the availability of sign language services and other solutions that make the customer journey accessible to people with different needs.<\/p>\n
