On 24 September 2026, the European Business Association, together with the Ministry of Economy and Environment of Ukraine, held an online seminar on the practical application of updated business support mechanisms, including compensation for losses, war-risk insurance and access to financing. Representatives of the Ministry, the Export Credit Agency (ECA) and the National Bank of Ukraine provided explanations of the latest changes and answered companies\u2019 questions.<\/p>\n
The first part of the meeting focused on changes to the mechanisms for compensating losses and insurance premiums through the ECA. Ruslan Hashev<\/strong>, Chairman of the ECA Board, noted that Kyiv and Kyiv Oblast had been added to the programme, while the list of eligible property under the first component had been expanded to include, among other things, fuel held in excise warehouses, vehicles used to transport it, agricultural machinery and freight vehicles weighing more than 7.5 tonnes. For such movable assets, compensation applies in cases of damage or destruction in territories covered by the respective mechanism.<\/p>\n The procedure for obtaining compensation has also been simplified. For damaged or destroyed property, companies no longer need to wait for the relevant information to be entered into the Register of Damaged and Destroyed Property or for a lengthy inspection by a local government commission. The relevant losses must instead be confirmed by an independent valuation entity. According to Ruslan Hashev, the preparation of the required documents previously could take around four to five months, with a significant proportion of this time spent on the work of local commissions.<\/p>\n The changes also concern compensation for insurance premiums. The maximum amount of compensation has been increased to UAH 5 million per business entity for one year, while the requirement to own the insured property has been replaced by the requirement for an insurable interest. Accordingly, under the second component, inventories, warehouse stocks and finished products may also be covered, provided that the insurer recognises the existence of an insurable interest and provides the relevant coverage.<\/p>\n A separate part of the meeting focused on the new mechanism for financing business recovery. According to Andrii Strashnyi<\/strong>, Director of the Department for Financial Policy and War-Risk Insurance at the Ministry of Economy and Environment of Ukraine, the programme provides for reduced-cost financing for fuel, warehouse and logistics infrastructure, processing enterprises, as well as wholesale and retail businesses. Particular attention is being paid to directing funds towards measures that can strengthen business resilience to future attacks, including the construction of protective structures and underground storage facilities, as well as fuel storage tanks. The maximum loan amount eligible for state support is UAH 1 billion, while the minimum loan amount is UAH 100 million, and UAH 30 million for territories where hostilities may occur. The state compensates 5.5 percentage points of the base interest rate.<\/p>\n The programme is already in force, although partner banks are currently adapting their own lending products. 47 bankshave joined the programme, and companies with foreign beneficial owners may also apply, provided they meet the established criteria.<\/p>\n
