Regular attacks on production, warehousing and logistics infrastructure mean that companies are sometimes unable to comply with certain labelling requirements for imported goods.<\/p>\n<p class=\"isSelectedEnd\">Missile and drone attacks damage and destroy warehouses, distribution centres, stock and equipment. Businesses are forced to relocate their operations to temporary sites, which do not always have the necessary equipment and staff to apply labels to each individual product unit.<\/p>\n<p class=\"isSelectedEnd\">Similar challenges also arose in 2022, when temporary simplifications were introduced due to hostilities and the disruption of logistics chains to ensure the uninterrupted supply of imported food products and feed.<\/p>\n<p class=\"isSelectedEnd\">As of 1 October 2026, this special mechanism was due to expire. The relevant decision was provided for by <a href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/980-2026-%D0%BF#Text\">Resolution of the Cabinet of Ministers No. 980<\/a>. However, in the business community\u2019s view, the circumstances that originally led to the introduction of these simplifications remain relevant, while warehousing and logistics infrastructure continues to suffer damage.<\/p>\n<p class=\"isSelectedEnd\">The Association welcomes the Government\u2019s decision to extend this mechanism <strong>until 1 April for food products<\/strong>, while businesses call for a similar mechanism to be applied to non-food products.<\/p>\n<p class=\"isSelectedEnd\">The Association proposes introducing temporary and clearly defined simplifications for the duration of martial law, including:<\/p>\n<ul data-spread=\"false\">\n<li>allowing companies that are unable to provide information in Ukrainian due to war-related circumstances to temporarily place imported products on the market and sell them with labelling in another language, except for the language of the aggressor state;<\/li>\n<li>allowing mandatory consumer information in Ukrainian to be provided by alternative means \u2014 for example, at the point of sale, via a QR code, electronic price tag, information terminal, website or mobile application;<\/li>\n<li>allowing such products to be sold until the end of their minimum shelf life or use-by period;<\/li>\n<li>establishing specific arrangements for state market surveillance and control for the duration of martial law;<\/li>\n<li>introducing separate simplifications for the emergency import of food supplements, medical devices and specific categories of products where an importer has lost its warehousing capacity due to war-related circumstances.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">Maintaining the ability to supply such products to the Ukrainian market would help reduce the risk of supply disruptions, prevent the write-off of part of the stock and mitigate additional financial losses for companies already facing significant losses due to damage to property and inventories.<\/p>\n<p>The Association has sent the relevant appeal to the Prime Minister of Ukraine, the Minister of Economy of Ukraine, the Minister of Health of Ukraine, the Head of the State Service of Ukraine on Food Safety and Consumer Protection, and the Chair of the Verkhovna Rada Committee on Finance, Tax and Customs Policy.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>The European Business Association has approached the Government with a proposal to temporarily simplify product labelling requirements for the duration of martial law.
