{"id":775254,"date":"2026-09-25T15:07:44","date_gmt":"2026-09-25T12:07:44","guid":{"rendered":"https:\/\/eba.com.ua\/?p=775254"},"modified":"2026-09-25T15:07:44","modified_gmt":"2026-09-25T12:07:44","slug":"eba-doluchylasya-do-obgovorennya-aktualnyh-pytan-rozvytku-rynku-derevyny","status":"publish","type":"post","link":"https:\/\/eba.com.ua\/en\/eba-doluchylasya-do-obgovorennya-aktualnyh-pytan-rozvytku-rynku-derevyny\/","title":{"rendered":"[:ua]EBA \u0434\u043e\u043b\u0443\u0447\u0438\u043b\u0430\u0441\u044f \u0434\u043e \u043e\u0431\u0433\u043e\u0432\u043e\u0440\u0435\u043d\u043d\u044f \u0430\u043a\u0442\u0443\u0430\u043b\u044c\u043d\u0438\u0445 \u043f\u0438\u0442\u0430\u043d\u044c \u0440\u043e\u0437\u0432\u0438\u0442\u043a\u0443 \u0440\u0438\u043d\u043a\u0443 \u0434\u0435\u0440\u0435\u0432\u0438\u043d\u0438[:en]EBA joined discussion on current issues in the development of the timber market[:]"},"content":{"rendered":"<p><\/p>\n<p class=\"isSelectedEnd\">During a regular meeting of the Working Group on Cooperation in the Forestry and Timber Industry, the European Business Association joined the discussion of current challenges facing the timber market and presented business proposals to improve mechanisms for harvesting and selling timber, ensure greater transparency in trading, and balance the interests of sellers and buyers.<\/p>\n<p class=\"isSelectedEnd\">The meeting was attended by representatives of the State Forest Agency, the State Enterprise \u201cForestry Innovation &amp; Analytical Center\u201d, the State Enterprise \u201cForests of Ukraine\u201d, relevant associations, woodworking businesses and licensed commodity exchanges.<\/p>\n<p class=\"isSelectedEnd\"><strong>Among the key issues raised by business representatives were:<\/strong><\/p>\n<ul data-spread=\"true\">\n<li><strong>Accelerating the approval of forest management planning materials.<\/strong> Conducting an inventory of existing materials across the regions and establishing clear timelines for their preparation, approval and implementation to enable timely planning of timber harvesting and sales for 2027.<\/li>\n<li><strong>Reviewing the application of Cabinet of Ministers Resolution No. 865.<\/strong> Assessing the impact of the requirement to leave at least 30 m\u00b3\/ha of \u201cnon-marketable timber\u201d at logging sites on the designation of logging areas and the issuance of felling permits, as well as improving the relevant provisions to reflect the specific characteristics of individual forest areas.<\/li>\n<li><strong>Responding promptly to changes in market conditions.<\/strong> Introducing a transparent mechanism for reviewing initial timber prices based on trading results, unsold volumes, stock levels and conditions in European markets. Particular attention was also paid to the need to offer unsold timber at Dutch auctions in a timely manner.<\/li>\n<li><strong>Ensuring equal liability of the parties to contracts.<\/strong> Establishing the seller\u2019s liability for under-delivery of timber or failure to meet shipment schedules, including through compensation mechanisms or replacement of the undelivered resource.<\/li>\n<li><strong>Contract performance guarantees and exchange fees for sellers and buyers.<\/strong> A proposal was made to split exchange fees equally between sellers and buyers \u2014 50% each \u2014 taking into account that exchange services facilitate the conclusion of contracts for the benefit of both parties.<\/li>\n<\/ul>\n<p>Following the meeting, participants discussed further steps to address these issues.
