At the same time, testing and working meetings have revealed a number of significant technical shortcomings in the Certificate Register, as well as legal uncertainty regarding the application of the new requirements.<\/p>\n<p class=\"isSelectedEnd\"><strong>Key issues identified by experts from the EBA Automobile Committee include:<\/strong><\/p>\n<ul data-spread=\"false\">\n<li><strong>Technical unpreparedness of the Register:<\/strong> previously issued type-approval certificates are not displayed; new electronic forms, auto-completion and an API for bulk data entry are not available.<\/li>\n<li><strong>Document verification issues:<\/strong> the Register does not allow documents to be searched by VIN, which is required for checks by customs authorities and MIA Service Centres.<\/li>\n<li><strong>Legal uncertainty:<\/strong> there are discrepancies regarding the validity of previously issued type-approval certificates, and no procedure has been established for dealing with technical failures of the Register.<\/li>\n<li><strong>Risks for the automotive spare parts market:<\/strong> incorrect application of the new requirements could result in the supply of original spare parts being blocked and vehicle repairs being suspended.<\/li>\n<\/ul>\n<p class=\"isSelectedEnd\">Association experts emphasise that launching the Technical Regulation in its current state could lead to the suspension of customs clearance for wheeled vehicles and spare parts, prevent their initial state registration and result in reduced state budget revenues.<\/p>\n<p>In light of these concerns, the Association has called on the relevant public authorities to postpone the entry into force of the Technical Regulation until 1 January 2028 and to resolve the legal and technical issues necessary for its proper implementation.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>The European Business Association has addressed the Prime Minister of Ukraine, the Ministry for Development of Communities, Territories and Infrastructure of Ukraine, the State Service for Transport Safety (Ukrtransbezpeka), the Main Service Centre of the Ministry of Internal Affairs and the State Customs Service, calling for critical issues related to the entry into force of [&hellip;]<\/p>\n","protected":false},"author":33544,"featured_media":772092,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"inline_featured_image":false},"categories":[4,5,22],"tags":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v21.0 -
