Daryna Marchak, Deputy Minister of Economy and Environment of Ukraine<\/strong>, met with representatives of European Business Association member companies. The participants discussed key labour market challenges and the solutions needed to help businesses address the shortage of workers<\/strong>.<\/p>\n The main topics of the meeting included support for employers in frontline regions, vocational training and reskilling, the new Labour Code, increasing labour market participation among people facing additional barriers to employment, the return of Ukrainians from abroad, youth employment, and approaches to attracting foreign workers.<\/p>\n \u201cOur task is not only to help businesses fill individual vacancies. We need to build a system that will enable many more people to join the labour market, acquire the skills they need and find employment, while allowing employers to find people with the right competencies more quickly. By 2030, we need to bring at least 2 million additional people into the labour market,\u201d<\/em> said Daryna Marchak.<\/p>\n<\/blockquote>\n Particular attention during the meeting was paid to companies continuing to operate amid heightened security risks. Critical enterprises located in areas of active hostilities may reserve up to 100% of their employees liable for military service, subject to the established conditions.<\/p>\n Employers can also make use of the \u201cPoint of Support\u201d programme. It provides assistance to businesses whose property has been damaged or destroyed as a result of Russian aggression, including compensation for part of their labour costs and social security contributions, helping companies retain employees while they restore operations.<\/p>\n Businesses can also access the war risk insurance programme, which provides government support for property insurance and compensation mechanisms for companies.<\/p>\n Another topic of discussion was training employees in line with the actual needs of the economy. The Ministry is working to ensure that vocational training and reskilling are increasingly based on employer demand and labour market data. Businesses are also encouraged to play a more active role in identifying in-demand professions and skills.<\/p>\n Participants also discussed further work on the new Labour Code. The Ministry aims to preserve the proposals developed through consultations with businesses and social dialogue partners and to continue working on the document together with all stakeholders. The new Code is intended to modernise labour legislation and bring it closer into line with European Union standards.<\/p>\n The expansion of opportunities for young people entering the labour market for the first time was also discussed. The Ministry of Economy and Environment is ready to consider business proposals on revising existing regulatory barriers, while maintaining health and safety requirements.<\/p>\n Participants also discussed approaches to labour migration. The Government\u2019s priority remains encouraging people already in Ukraine to enter the labour market and creating conditions for Ukrainians to return from abroad. The recruitment of foreign workers should be targeted at areas where labour shortages are confirmed by the needs of the economy.<\/p>\n Daryna Marchak called on businesses to make greater use of existing employment support programmes and to provide the Ministry with concrete proposals for improving them.<\/p>\n The Association thanks the speaker for the constructive discussion.
