On 3 September, the European Business Association held an extended meeting of its Ukraine Recovery Committee with representatives of PrJSC Ukrainian Financial Housing Company (Ukrfinzhytlo). The participants discussed the development of housing finance in Ukraine, the results of the government\u2019s yeOselia programme, and practical opportunities for cooperation with the business community.<\/p>\n
Representatives of Ukrfinzhytlo stressed that ensuring access to affordable housing remains one of the key challenges of Ukraine\u2019s recovery. According to estimates presented by the company, the overall housing need amounts to approximately 600 million m\u00b2<\/strong>, around 14% of the housing stock has been destroyed or damaged<\/strong>, and the financing needs for the recovery of the housing sector are estimated at USD 90 billion<\/strong>.<\/p>\n Participants also reviewed the results of the yeOselia programme. As of 1 September 2026, the programme had provided 28,239 loans totalling more than UAH 50 billion<\/strong>, financed the purchase of almost 1.7 million m\u00b2 of housing<\/strong>, and recorded an NPL ratio of 0%. Programme beneficiaries include military personnel and security sector employees, healthcare and education professionals, researchers, veterans, internally displaced persons and other citizens.<\/p>\n A significant part of the discussion focused on opportunities for employers to support their employees in purchasing housing<\/strong>. Ukrfinzhytlo presented a corporate model that could involve employers covering the initial down payment, part of monthly loan payments, and\/or transaction-related costs. These instruments can be used separately or combined and do not require changes to the basic terms of the yeOselia programme. This allows companies to consider housing support programmes as an additional tool for attracting and retaining employees.<\/p>\n The participants also discussed the development of Workforce Housing<\/strong>, the involvement of developers in creating new housing supply, attracting private and international capital, and cooperation with international financial institutions. Ukrfinzhytlo is working on a number of areas, including financing with the participation of international financial institutions, insurance instruments, investment platforms, and pilot housing models for employees. Potential areas of cooperation with EBA member companies include employee housing programmes, developers\u2019 participation in new housing construction, as well as investment and Workforce Housing projects.<\/p>\n Representatives of Ukrfinzhytlo also outlined opportunities to combine yeOselia with regional and social support programmes. Such programmes may provide compensation for part of the interest rate or initial down payment, further reducing the financial burden on borrowers.<\/p>\n The meeting concluded with a constructive discussion on practical cooperation between Ukrfinzhytlo and the private sector, the development of new housing projects, and the expansion of affordable housing supply in Ukraine.<\/p>\n The European Business Association thanks the representatives of Ukrfinzhytlo and participating companies for the open and substantive dialogue.<\/p>\n EBA member companies that have additional questions for Ukrfinzhytlo or are interested in a dedicated information session on yeOselia, corporate employee housing programmes, Workforce Housing or other relevant instruments are invited to contact the Association\u2019s Ukraine Recovery Committee.
