The European Business Association has appealed to the Government and relevant agencies with a proposal to restore the preferential mechanism for calculating and paying rent for the use of state infrastructure in the ports of “Greater Odesa” for the period of their actual blockade due to Russian attacks.<\/p>\n
Since July 2026, the operation of the “Greater Odesa” ports and the terminals located there has become significantly more complicated due to intensified attacks on vessels and port infrastructure. As a result, the number of vessel calls is almost negligible, while port operators continue to spend significant funds on maintaining their workforces, infrastructure and specialised equipment. At the same time, the ports regularly sustain damage from shelling and, accordingly, require substantial additional financial resources for restoration. Under the current volume of operations, these costs are not covered by revenue from cargo handling.<\/p>\n
Under these conditions, there are grounds for restoring the preferential rental mechanism for the “Greater Odesa” ports. To this end, the Association is requesting that corresponding amendments be made to Cabinet of Ministers Resolution No. 634. This mechanism was already applied in 2022\u20132023. At that time, in accordance with the aforementioned Resolution No. 634, port operators could be fully exempted from rental payments for facilities that were not actually in use during the relevant reporting periods. This was based on certificates from the balance-holders of the leased property and corresponding decisions by the lessor.<\/p>\n
After the resumption of operations at the “Greater Odesa” ports within the “Ukrainian Corridor” in 2024, the application of this mechanism in the ports of Odesa, Chornomorsk and Pivdennyi was discontinued. However, the corresponding exemption remained in place for the ports of Mykolaiv, Olvia and Bilhorod-Dnistrovskyi, which continued to be blocked.<\/p>\n
The business community believes that restoring the preferential mechanism would reduce the financial burden on port operators and help them keep the ports ready to resume full-scale operations once the security situation stabilises.<\/p>\n
