The European Business Association expresses its gratitude to the leadership of the National Bank of Ukraine for another important step towards easing foreign exchange restrictions. The new package of liberalisation measures<\/a> is a clear signal of the regulator\u2019s consistent macroeconomic policy.<\/p>\n

The Association highly appreciates the NBU\u2019s consistent and balanced policy, based on an in-depth analysis of market needs and taking into account the requirements of the corporate sector. We thank the regulator for considering the business community\u2019s proposals outlined in the Association\u2019s latest survey<\/a> on current needs for easing foreign exchange restrictions.<\/p>\n

The new measures address several of the Association\u2019s key requests and include important steps towards greater flexibility for the corporate sector:<\/p>\n

    \n
  1. Significant easing of corporate card limits:<\/strong> Business particularly welcomes the introduction of a new UAH 400,000 limit for payments for goods and services abroad using hryvnia corporate cards. Weekly restrictions have also been lifted, while a monthly limit of UAH 140,000 has been introduced for cash withdrawals abroad.<\/li>\n
  2. Greater operational flexibility for businesses:<\/strong> The NBU has doubled the daily cash withdrawal limit for legal entities, both in hryvnia and foreign currency, in Ukraine and abroad \u2014 from UAH 100,000 to UAH 200,000 per day. This will facilitate companies\u2019 day-to-day business expenses.<\/li>\n
  3. Legalisation of ancillary expenses under export contracts:<\/strong> Transfers to non-residents are now permitted for the payment of fines, penalties or bonuses of up to 10% of the value of the goods supplied, helping to protect the business reputation of Ukrainian exporters.<\/li>\n
  4. Dividend repatriation under specific conditions:<\/strong> An important development is the clarification of dividend repatriation rules in cases where a company changes its legal form, removing bureaucratic obstacles for many international companies.<\/li>\n
  5. Support for international business activities:<\/strong> Transfers of funds to pay registration fees for participation in international events have been simplified, enabling Ukrainian companies to represent the country more easily on global platforms.<\/li>\n<\/ol>\n

    In addition, the package includes other long-awaited changes in key areas of foreign exchange regulation that will significantly facilitate companies\u2019 day-to-day operations.<\/p>\n

    \u201cWe sincerely thank the National Bank team for its daily work and willingness to engage in dialogue and take into account the needs of both citizens and the business community,\u201d<\/em> said Svitlana Mykhailovska, Deputy Director of the European Business Association.<\/em><\/p>\n<\/blockquote>\n

    These updates continue the regulator\u2019s consistent approach, strengthening confidence in the gradual implementation of further stages of foreign exchange liberalisation. At the same time, based on the results of market surveys and the Association\u2019s package of proposals, businesses continue to expect further steps. These include expanding opportunities to service \u201clegacy\u201d debt obligations to non-residents, lifting restrictions on dividend repatriation, and creating more favourable conditions for the development of Ukraine\u2019s domestic capital market.<\/p>\n

    The Association stands ready to continue providing expert support to the NBU and contributing to the development of solutions that will help attract investment and promote Ukraine\u2019s sustainable development.<\/p>\n
