<\/span>\n\n\t<\/div>\n<\/div>\nGiven the limited time available for comprehensive testing of the eExcise system, the Ministry of Digital Transformation of Ukraine has supported the business community’s call to postpone its launch. The Ministry intends to propose that the Verkhovna Rada reschedule the mandatory rollout of the system to 1 July 2027<\/strong>.<\/p>\nThis was announced by Oksana Ferchuk, Deputy Minister of Digital Transformation of Ukraine, during a roundtable organised by the European Business Association on the current state of and key issues surrounding the implementation of the eExcise system. The event, held on 3 August, brought together representatives of the Ministry of Digital Transformation, the Ministry of Finance of Ukraine, the State Tax Service, the State Customs Service, the business community, and other stakeholders.<\/p>\n
During the meeting, participants also reviewed the updated implementation roadmap and shared their comments and recommendations.<\/p>\n
The business community supports the introduction of eExcise as an important tool for combating the illicit trade in excisable goods and has been actively participating in testing the system. At the same time, companies note that the system is not yet ready for full-scale deployment in November 2026.<\/p>\n
Businesses therefore welcome the proposal to postpone the mandatory launch of eExcise. Economic operators need sufficient time to test the system, integrate it with their own IT infrastructure, and adapt internal business processes.<\/p>\n
\n\u201cWe are grateful to all the government authorities involved for their cooperation and willingness to engage in constructive dialogue. It is essential to ensure that the transition to eExcise is predictable, technically stable, and does not create risks for business operations or state budget revenues,\u201d said Svitlana Mykhailovska, Deputy Director of the European Business Association.<\/p>\n<\/blockquote>\n
According to Oksana Ferchuk, the implementation of eExcise remains one of the Ministry’s key priorities. The Ministry’s team is maintaining continuous communication with the system developers and the developers of the offline application, while also introducing additional measures to improve coordination between the teams.<\/p>\n
The developers have already released an updated version of the system featuring a stable API, which is expected to provide a reliable foundation for further testing and integration. Work is also ongoing to enhance the system’s functionality, process business feedback, identify technical issues, and resolve existing bugs.<\/p>\n
The offline application has likewise been upgraded and is currently undergoing the final stage of internal testing. Once completed, it will be released to businesses for external testing.<\/p>\n
The European Business Association hopes that the proposed solution will be implemented and that the mandatory launch date will be postponed through legislative amendments. This would allow for comprehensive testing of the eExcise system, the resolution of existing technical shortcomings, and a predictable, seamless transition to the new system.<\/p>\n
