The European Business Association supports the draft Resolution of the Cabinet of Ministers of Ukraine on extending the transitional period for the implementation of the Technical Regulation on Cosmetic Products.<\/p>\n
According to the published draft, the deadline for placing non-notified cosmetic products on the market is proposed to be extended until 31 July 2027<\/strong>. In the business community’s view, this would ensure a balanced approach to implementing the requirements of Regulation (EU) No. 1223\/2009, taking into account the actual readiness of the market, including the launch timeline of the Notification Portal and the time required to prepare the necessary technical documentation.<\/p>\n At the same time, the Association has appealed to the competent authorities to eliminate the duplication of procedures related to the preparation of the Cosmetic Product Safety Report (CPSR). At present, businesses face difficulties due to the requirement that the CPSR must be prepared exclusively in Ukrainian and signed by a Ukrainian safety assessor. This obliges importers to recreate a document that has already been duly prepared by the European manufacturer for the entire European Economic Area, resulting in unnecessary financial costs and additional technical barriers.<\/p>\n To address this issue, the business community proposes introducing a simplified recognition procedure for CPSRs signed by a European safety assessor, without requiring mandatory retranslation and resigning in Ukraine. The full procedure for preparing a Ukrainian CPSR should apply only to cosmetic products that have not previously undergone conformity assessment under Regulation (EU) No. 1223\/2009.<\/p>\n The Association calls for the prompt adoption of the draft Resolution and the continuation of efforts to improve the practical implementation of the Technical Regulation, further develop the Notification Portal, and enhance the overall regulatory environment.<\/p>\n The Association expresses its gratitude to Viktor Liashko, Minister of Health of Ukraine, and Iryna Vereshchuk, Deputy Head of the Office of the President of Ukraine, for their constructive dialogue and willingness to address this important issue for the business community.<\/p>\n <\/p>","protected":false},"excerpt":{"rendered":" The European Business Association supports the draft Resolution of the Cabinet of Ministers of Ukraine on extending the transitional period for the implementation of the Technical Regulation on Cosmetic Products.
