\"\"The European Business Association held a roundtable discussion<\/strong>, \u201cFindings of the Study on the Economic Effects of the Ride-Hailing Market Reform in Ukraine.\u201d<\/strong>\u00a0Participants discussed the results of a study conducted by the Kyiv School of Economics , as well as the regulatory changes required and their potential impact on all market participants.<\/p>\n

According to KSE estimates, the market for passenger transportation through digital platforms is worth approximately UAH 46 billion<\/strong>, with the majority of rides concentrated on a small number of platforms. At the same time, of an estimated 172,000 drivers<\/strong>, only 5.5%<\/strong> operate legally. The remainder work either entirely or partially outside the existing legal framework, resulting in annual tax revenue losses of around UAH 4.5 billion<\/strong> for the state budget.<\/p>\n

The rapid growth of digital platforms has significantly transformed Ukraine’s taxi market, yet the current legislation has not kept pace with these new business models. The existing regulatory framework is outdated, creating unnecessary costs for all stakeholders and highlighting the need for reform.<\/p>\n

According to the study, Ukraine needs a simple digital mechanism for granting drivers access to the market. Affordable insurance is also identified as a key prerequisite for successful reform. The new regulatory model should be digital, offer low barriers to market entry, and impose requirements proportionate to the intensity of a driver’s activity.<\/p>\n

\"\"Serhii Derkach<\/strong>, First Deputy Minister for Development of Communities and Territories of Ukraine, noted that the findings of the study would be taken into account during the further development of legislative and regulatory initiatives concerning the taxi market.<\/p>\n

The draft law “On Amendments to Certain Legislative Acts of Ukraine on Regulating Passenger Transportation by Taxi and On-Demand Passenger Cars,” which is intended to establish clear rules for all market participants, is currently undergoing the approval process. The ultimate objective of the reform is to ensure high-quality and safe transport services for passengers.<\/p>\n

\"\"Serhii Pavlyk<\/strong>, General Manager of Bolt Ukraine, emphasised that digital platforms are awaiting the President’s signature on Draft Law No. 15111-d, introducing tax-related amendments, as this is a key prerequisite for the further regulation of the ride-hailing sector. He also noted that the company supports the reform, as it will improve safety and service quality for both passengers and drivers while creating fair and transparent rules for all market participants.<\/p>\n
