Representatives of the European Business Association’s Subsoil Use Committee held a working meeting with Serhii Vlasenko, Head of the State Service of Geology and Subsoil of Ukraine. The participants discussed key issues affecting the sector, opportunities to improve the regulatory environment, and measures to foster a more favourable investment climate.<\/p>\n
The key topics of discussion included:<\/p>\n
1. The application of legislation on the automatic extension of deadlines for work programmes<\/strong> within the framework of the audit of strategic mineral deposits.<\/p>\n 2. Approaches to state geological supervision<\/strong> and the need to establish a consistent enforcement practice.<\/p>\n 3. The importance of accelerating auctions for special subsoil use permits<\/strong> and further digitalising administrative procedures to reduce document processing times.<\/p>\n 4. Improving procedures for approving work programmes and enhancing the transparency of administrative processes<\/strong>.<\/p>\n 5. Strengthening systematic dialogue between the State Service of Geology and Subsoil and the business community<\/strong> during the drafting of legislation and the resolution of practical issues related to the implementation of regulatory requirements.<\/p>\n 6. Prospects for resuming systematic geological exploration<\/strong>, implementing the National Programme for the Development of the Mineral Resource Base, continuing the development of the State Geological Map of Ukraine at a scale of 1:200,000 (State Geological Map-200), and carrying out other regional geological surveys.<\/p>\n Business representatives emphasised that stable, long-term state funding for these activities is essential for the sustainable development of Ukraine’s mineral resource base.<\/p>\n 7. Developing the market for by-products<\/strong>, including the prospects for launching the relevant register, potential legislative and practical barriers to its operation, and the legal status of by-products generated during the processing and beneficiation of mineral resources.<\/p>\n 8.
