On 15 July, the European Business Association’s Logistics Committee held a meeting with Serhii Hurskyi, the newly appointed Head of the State Service of Maritime and Inland Water Transport and Shipping of Ukraine. Participants discussed the Service’s priorities, the most pressing issues facing businesses, and agreed on further cooperation.<\/p>\n
Mr Hurskyi presented his vision for the key priorities in his new role. These include improving the efficiency of the Shipping Administration and reducing bureaucracy, resolving issues related to seafarers’ documentation, creating more favourable conditions for the use of the Ukrainian flag, and supporting the development of Ukraine’s shipbuilding industry.<\/span><\/p>\n For their part, business representatives outlined a number of challenges requiring prompt attention.<\/p>\n One of the key topics was the security situation in the maritime sector. Company representatives noted that Russia has recently intensified its attacks on civilian shipping. Businesses stressed the need for the government to develop a preventive action plan to support the safe operation of civilian maritime transport. Representatives of the Shipping Administration acknowledged the seriousness of the situation and confirmed that they are working on appropriate solutions together with other public authorities.<\/p>\n Participants also devoted particular attention to the handling of ammonium nitrate and other hazardous cargoes. Business representatives noted that the current regulatory requirements should be reviewed in light of the new security challenges arising from Russian attacks.<\/p>\n In addition, Committee members raised the issue of obtaining new Danube navigation certificates<\/strong>. According to the Shipping Administration, work is currently underway on the necessary regulatory framework, and matters falling within the Administration’s remit are expected to be resolved by the end of the year.<\/p>\n Another topic of discussion was the digitalisation of administrative services. Mr Hurskyi announced that the Administration is developing a three-year digital transformation strategy aimed at making public services more accessible and user-friendly.<\/p>\n Another important issue concerned the development of secondary legislation governing inland water transport. Business representatives emphasised that this work should continue regardless of the wartime circumstances. The Shipping Administration supported this position and confirmed that it is actively working on updating the relevant regulatory framework.<\/p>\n Following the meeting, the Logistics Committee will collect proposals from member companies and submit them to the Shipping Administration for consideration in its future work.<\/p>\n The Association thanks Serhii Hurskyi for the open dialogue, his willingness to discuss the sector’s key challenges, and his commitment to constructive cooperation with the business community.
