On 2 July 2026, an online meeting of the “Dialogue Between Government and Business” platform entitled “Presentation of the Business Guide” was held under the chairmanship of the Head of the Kharkiv Regional Military Administration.<\/p>\n
Representatives of the European Business Association’s member companies operating in the Kharkiv region joined the event online.Ihor Balaka, Head of the EBA Kharkiv oCoordinating Council, participated in the meeting in person.<\/p>\n
During the meeting, the participants were presented with the “Business Guide”, which consolidates the key national and international support instruments available to enterprises operating under martial law. A significant part of the agenda confirmed the relevance of the recommendations outlined in the White Paper “Framework for Recovery and Economic Resilience of Ukraine’s Frontline Regions” and demonstrated the gradual transition of certain proposed mechanisms into practical implementation.<\/p>\n
The meeting featured presentations on state grant programmes for businesses, grants for the development of the processing industry, horticulture and greenhouse farming, as well as the state preferential lending programme “Affordable Loans 5-7-9%”. It is worth noting that expanding access to financial instruments, grant programmes, lending opportunities and support for capital investments is one of the key priorities identified in the White Paper. To date, some of these mechanisms have already been implemented through government business support programmes. During the meeting, participants received explanations regarding the eligibility criteria, financing procedures and practical aspects of participation in these programmes.<\/p>\n
A separate session focused on compensation for employers hiring unemployed persons, internally displaced persons and young people, as well as on the organisation of socially useful works. These issues were also highlighted in the White Paper as part of a policy aimed at preserving human capital, supporting employment and ensuring business continuity in frontline regions. Relevant programmes are already operational, and during the meeting businesses received additional guidance on the mechanisms for their implementation.<\/p>\n
The participants also discussed state support measures for the agricultural sector and humanitarian demining of agricultural land. The White Paper identifies humanitarian demining as one of the key prerequisites for restoring economic activity and attracting investment to frontline regions. During the meeting, participants learned about the existing support programmes for the agricultural sector and received clarifications regarding the procedures for obtaining assistance for land demining.<\/p>\n
Special attention was also paid to the International Register of Damage for Ukraine and the Programme for Partial Compensation of Losses and Insurance Premiums against War Risks. The development of war risk insurance and compensation mechanisms is one of the key priorities proposed in the White Paper. As of today, businesses already have access to relevant instruments, and the meeting provided detailed explanations regarding the procedures for submitting applications, obtaining compensation and using the existing support mechanisms. However, further improvements are still required to ensure the effective implementation of these programmes for communities located within the 30-kilometre frontline zone.<\/p>\n
The presentation also introduced the services of the Kharkiv Regional Development Agency and new business support instruments. This approach is in line with the White Paper’s recommendations on establishing a comprehensive system of cooperation between the government, local authorities, international partners and businesses, providing not only financial assistance but also business support services and the development of investment projects.<\/p>\n
The European Business Association expresses its gratitude to the Kharkiv Regional Military Administration for maintaining an open dialogue with businesses, demonstrating readiness to address the current needs of entrepreneurs and systematically improving state support mechanisms. Such meetings serve as an important platform for developing effective solutions that help businesses withstand the challenges of war, preserve jobs and continue operating under extremely difficult conditions.<\/p>\n
