On 28 May, an extended meeting of the Logistics Committee of the European Business Association took place with Serhii Derkach, Deputy Minister for Development of Communities and Territories of Ukraine, and the Ministry\u2019s team.<\/p>\n
The discussion focused on the draft law \u201cOn Amendments to the Law of Ukraine \u2018On Road Transport\u2019 regarding the implementation of the electronic consignment note for domestic freight transportation\u201d.<\/p>\n
The Association\u2019s member companies support the introduction of the electronic consignment note (e-CMR) as an important step towards the digitalisation and de-shadowing of the freight transport market. At the same time, businesses have several concerns regarding certain provisions of the draft law.<\/p>\n
In particular, concerns were raised over the proposed fee-based model, according to which the amount and procedure for charging fees for the registration of e-CMRs within the system would be determined by the Cabinet of Ministers of Ukraine. Given the future mandatory use of the system, the business community stressed the importance of a transparent and predictable approach to its financing. During the meeting, businesses and the Ministry agreed that this issue would be further elaborated separately in order to develop the most appropriate fee model.<\/p>\n
Particular attention was also paid to the implementation timeline for the e-CMR system. According to the transitional provisions of the draft law, mandatory use of the system is envisaged from 1 January 2027. In the view of the business community, this timeframe is too tight, considering the significant burden on companies, particularly in the retail sector, where preparations for the implementation of the e-Excise system are already underway. Taking into account the concerns raised regarding the implementation timeline, businesses committed to providing the Ministry with proposals from various sectors on what they consider to be realistic implementation deadlines for the e-CMR system. The Association and the Ministry will continue their cooperation on this matter.<\/p>\n
The participants also discussed a number of technical issues related to the implementation of the e-CMR system and highlighted several practical aspects of its operation.<\/p>\n
The Association expresses its gratitude to Serhii Derkach and the Ministry\u2019s team for the open dialogue, clarification of the Government\u2019s position, and willingness to continue discussing the mechanisms for implementing the e-CMR system.<\/p>\n
