Today, cybersecurity extends far beyond IT and is directly linked to Ukraine\u2019s economic and national security, as noted by Svitlana Mykhailovska, <\/span><\/span><\/strong>Deputy Director, European Business Association<\/span><\/span>. Against the backdrop of persistent cyberattacks, the development of artificial intelligence, and the digitalisation of the energy sector, infrastructure resilience has become critical for both the state and business.<\/p>\nState vs Business: Finding the Balance<\/strong><\/p>\n Anzhelika Livitska<\/span><\/span><\/strong>, Partner, Arzinger Law Firm, moderator of the panel, outlined global and Ukrainian cybersecurity trends. According to her, 67% of energy organisations worldwide experienced cyberattacks in 2024, while the use of AI in attacks increased by 89%. At the same time, Ukraine remains one of the key targets of russian cyberattacks, with around 25% of all attacks by the russian federation directed against it.<\/p>\n Liliana Lavrushko, <\/span><\/span><\/strong>Head of the Cybersecurity Expert Group, <\/span><\/span>Ministry of Digital Transformation of Ukraine,<\/span><\/span> emphasised that the development of automated energy systems and smart technologies requires increased attention to cybersecurity. She highlighted not only technological development but also the training of specialists capable of addressing new risks and AI-driven tools as a key priority.<\/p>\n Denys Shugaliy, <\/span><\/span><\/strong>Deputy Minister of Energy of Ukraine for Digital Development, Digital Transformation and Digitalisation<\/span><\/span>,<\/span><\/span><\/strong> stressed that the number of attacks will grow alongside the development of artificial intelligence. At the same time, the key task for the energy sector is not only protection, but also resilience \u2014 the ability to recover quickly after incidents.<\/p>\n Denys Zubkov, <\/span><\/span><\/strong>Deputy Director of the Cyber Defence Department, Administration and State Service for Special Communications and Information Protection of Ukraine,<\/span><\/span> emphasised that the state does not aim for excessive regulation, but rather establishes baseline requirements and roadmaps for critical infrastructure operators. A particular focus is placed on training programmes, CTF hackathons, professional community development, and engaging young specialists.<\/p>\n A representative of the National Security and Defence Council of Ukraine noted that cyber warfare will not end even after the war concludes. She emphasised the importance of coordination between the state, business, and international partners, as well as the development of cyber hygiene and systematic threat information sharing.<\/p>\n The discussion also addressed the harmonisation of Ukrainian legislation with EU approaches, particularly in relation to operational resilience, digital risk management, and accountability for cyber incidents.<\/p>\n Practical Cases: Protecting Critical Infrastructure and Business<\/strong><\/p>\n Representatives of the State Service of Special Communications and Information Protection noted that despite the growing number of cyberattacks in Ukraine, the number of critical incidents has decreased in recent years. This is the result of enhanced cooperation between the state and business, the development of early response systems, and improved specialist training.<\/p>\n Oleksandr Matenko, <\/span><\/span><\/strong>Head of the Infrastructure Security Department, MODUS X,<\/span><\/span> presented the development of a Security Operations Centre (SOC) for the DTEK Group. The SOC operates 24\/7 and ensures autonomous incident response. Its effectiveness is based on continuous monitoring, regular drills, red teaming, response-time metrics, and ongoing process improvement.<\/p>\n A strong emphasis was placed on investment in cybersecurity and staff training. Speakers highlighted that the human factor remains one of the weakest, yet most critical, elements of defence.<\/p>\n Uri Sadot, <\/span><\/span><\/strong>CEO, SolarDefend,<\/span><\/span> presented the European approach to renewable energy security and the risks of remote energy system management. The discussion focused on dependency on digital platforms, cyber sovereignty, and control over critical infrastructure.<\/p>\n Looking Ahead: AI, Cognitive Security and European Integration<\/strong><\/p>\n Leonid Polupan<\/span><\/span><\/strong>, CEO, Seeton Group, moderator of the panel, noted that businesses are simultaneously facing technological challenges and the need to rapidly adapt to new regulatory requirements in the field of critical infrastructure.<\/p>\n Representatives of the public sector explained that requirements for critical infrastructure operators include identifying critical assets, developing protection plans, and implementing risk management systems. At the same time, businesses are given flexibility in selecting specific tools.<\/p>\n Particular attention was paid to building a culture of cyber resilience, where cybersecurity is not a standalone function but part of a company\u2019s strategic management.<\/p>\n Artificial intelligence was viewed as a dual-use tool \u2014 both for defence and for attacks. Participants agreed that the future of cybersecurity will depend on the ability to rapidly adapt to new technologies, invest in human capital, and foster a culture of continuous learning.<\/p>\n Yevhen Bachynskyi, <\/span><\/span><\/strong>Vice President, Sigma Software Group,<\/span><\/span> emphasised that the company\u2019s experience of hundreds of security audits and the implementation of comprehensive solutions for international clients demonstrates that real protection starts not with formal compliance, but with a systemic approach.
