On 7 May, the European Business Association held a general meeting with relevant Deputy Ministers of Economy, Environment, and Agriculture of Ukraine. Ministry representatives outlined forthcoming legislative changes, anticipated updates, and other matters of current importance to businesses.<\/p>\n
Digital Tools for State-Business Interaction: ‘Puls’ and ‘Obrii’<\/strong><\/p>\n Oleksandr Tsybort, Deputy Minister for Digital Development, presented the results of the state platform ‘Puls’ \u2014 a tool for collecting and resolving business issues<\/span>. As of Q1 2026, the platform had received over 500 submissions, on the basis of which regulatory changes are being prepared.<\/p>\n To date, 98 solutions have already been implemented, with a combined economic impact of over UAH 1.8 billion<\/strong>. Going forward, ‘Puls’ is planned to be integrated with the ‘Diia’ app and the banking sector<\/strong>, which will enable analytics on business needs to be generated from large datasets.<\/p>\n The speaker also separately introduced the ‘Obrii’ system, which will appear within ‘Diia’ and will be focused on workforce policy development \u2014 specifically on aligning the needs of business and the state in terms of staff training and reskilling, with a primary focus on skilled trades.<\/p>\n European Integration in the Agricultural Sector and the ‘Industrial Visa-Free Regime’<\/strong><\/p>\n Deputy Minister Taras Vysotskyi announced that, following the adoption of the requisite legislation, Ukraine is moving to the practical stage of negotiations with the EU on the ACAA Agreement (the so-called ‘industrial visa-free regime’)<\/strong>. The Ministry estimates that a realistic launch of the mechanism could take place as early as 2027. The parties also agreed to develop a joint roadmap together with businesses.<\/p>\n The Ministry is also working on modernising the electronic warehouse document system. IT solutions are planned to be updated over the course of four to six months, along with the introduction of electronic signatures across the entire grain circulation chain.<\/p>\n Regarding the timber market, the government is preparing measures to improve the transparency of exchange trading and increase the procurement of raw materials.<\/p>\n Regulatory Policy and Legislative Changes<\/strong><\/p>\n The Ministry confirmed its readiness to further develop Law No. 15100<\/strong> on out-of-court resolution of consumer disputes in collaboration with businesses, particularly with regard to product labelling requirements.<\/p>\n Ministry of Economy representatives also announced the preparation of a number of separate legislative initiatives, namely:<\/p>\n Employee Reservation<\/strong><\/p>\n Serhii Smetanko, Director of the Department of Economic Security and Defence at the Ministry, reported that work is ongoing to improve the employee reservation mechanism via ‘Diia’. The Ministry of Economy and the Ministry of Defence are considering several models, with an agreed solution expected as early as June.<\/p>\n The business community once again drew attention to the possibility of adjusting approaches to the reservation of companies that are effectively operating in frontline regions, despite being registered elsewhere.<\/p>\n The Association extends its gratitude to Oleksandr Tsybort, Taras Vysotskyi, Serhii Smetanko, Oleksandr Palazov, and other Ministry representatives involved for their open dialogue.
