The European Business Association supports the approach whereby funding for measures aimed at protecting \u0430 under martial law would be covered through port fees. At the same time, the business community emphasises that effective implementation of such decisions requires clear and transparent mechanisms of cooperation between the state, the military, and businesses.<\/p>\n
This refers to Draft Law \u201cOn Amendments to the Law of Ukraine \u2018On Seaports of Ukraine\u2019 regarding the strengthening of the protection of port infrastructure under martial law\u201d No. 15063 dated 9 March 2026. Association experts are ready to contribute to the refinement of this document within the framework of the Verkhovna Rada Committee on Transport and Infrastructure and have previously already submitted their proposals.<\/p>\n
For companies ensuring logistics, foreign trade, and the continuity of supply chains, the physical protection of seaports is critically important.<\/p>\n
Therefore, member companies of the Association\u2019s Logistics Committee consider it logical and justified for part of the resources generated by the operation of the port system to be used for its protection.<\/p>\n
At the same time, the business community stresses that the instruments proposed in the draft law require a clear implementation mechanism. In particular, this concerns a clear distribution of roles between the Ukrainian Sea Ports Authority, the Armed Forces of Ukraine, and businesses operating within port areas or using port infrastructure.<\/p>\n
The business community proposes taking into account an approach already tested within the government\u2019s pilot project on involving businesses in strengthening air defence. Its key advantage is a formalised coordination model between state authorities, military command, and companies.<\/p>\n
