<\/span>\n\n\t<\/div>\n<\/div>\nThe European Business Association held a meeting with the leadership of the Ministry of Digital Transformation of Ukraine \u2014 Acting Minister Oleksandr Bornyakov and Deputy Minister Nataliia Denikeieva. Business representatives and government officials discussed strategic priorities for the tech sector and the steps needed to improve the investment climate.<\/p>\n
In particular, attention was focused on the Ministry\u2019s ambitious goal of building the most convenient digital state in the world. A key instrument in this process for business is the development of Ukraine\u2019s flagship product \u2014 the Diia digital public services platform. As representatives of the Ministry noted, the policy direction remains unchanged, but its vision is scaling up. Ukraine is moving to a completely new stage of development: from a Digital State built on a \u201cMobile First\u201d concept to an Agentic State \u2014 the creation of a proactive state based on AI agents. In practical terms, this means a shift in interaction: users will no longer need to click through menus, search for sections, or navigate forms. A single request (voice or text) will be enough, and artificial intelligence will independently provide a ready-made solution. The team is already working on implementing an AI assistant (Diia.AI), which will take public services to a new level and allow Ukraine to remain among global digitalisation leaders alongside Singapore.<\/p>\n
A key part of the discussion was access to capital. Ukraine\u2019s tech sector is currently in the spotlight: international investors and donors recognise its innovativeness and are actively seeking opportunities for cooperation. However, to turn this interest into real investment, transparent and attractive \u201crules of the game\u201d for business are essential. This includes the launch of new tools to attract venture capital (in particular, the Diia.City Invest concept), as well as the development of incentives for high-tech manufacturing in Ukraine. Among the ideas discussed was the creation of conditions allowing investors to offset investments through tax mechanisms and operate in a predictable regulatory environment.<\/p>\n
At the same time, Ministry representatives emphasised that the key deterrent for investors remains security risks, while all other barriers \u2014 financial, regulatory, or infrastructural \u2014 are secondary. For this reason, digital reforms, deregulation, and the development of the tech ecosystem are seen as tools to partially mitigate these risks and enhance Ukraine\u2019s attractiveness for investors. The ultimate goal is to establish technological sovereignty for the national economy.<\/p>\n
The Ministry also stressed that it views the market as its key partner, and therefore all digital reforms and deregulation processes are being implemented to ensure its stable growth.<\/p>\n
Special attention was given to the development of the IT sector, in particular Diia.City \u2014 a legal and tax framework designed to support the growth and scaling of technology businesses in Ukraine. According to the Ministry\u2019s leadership, more than 80% of Ukraine\u2019s IT companies are already residents of the regime. A significant boost to the ecosystem is currently being driven by defence tech companies, which are developing modern and innovative products and technologies that strengthen the country\u2019s defence capabilities.<\/p>\n
