On 8 April, the European Business Association<\/span><\/span> held an extended meeting with Artem Nekrasov<\/span><\/span>, First Deputy Minister of Energy of Ukraine<\/strong>. The participants discussed the current state of the energy system, preparations for the upcoming heating season, the European integration of the energy sector, and key challenges in the electricity market.<\/p>\n The Ministry of Energy of Ukraine<\/span><\/span> reported that, following large-scale attacks on energy infrastructure, approximately 4 GW of capacity<\/strong> has now been restored. The most severe damage was sustained in Kyiv and frontline regions.<\/p>\n The government is already preparing for the next heating season<\/strong>. Key priorities include protecting critical infrastructure facilities, developing backup heat supply systems, ensuring access to reserve power sources, and strengthening the protection of transformer substations.<\/span><\/p>\n Progress in the sector\u2019s European integration<\/strong> was also discussed. Ukraine continues its work on electricity market coupling, implementing EU recommendations, and shaping its negotiation position in further dialogue with European partners. The issue of the CBAM mechanism<\/strong> was also raised \u2014 the Ministry of Energy continues consultations with the European Commission regarding the potential temporary exemption of Ukraine during martial law.<\/p>\n Business representatives emphasised the importance of a predictable regulatory environment<\/strong> for investment in generation capacity. The National Commission for State Regulation of Energy and Public Utilities<\/span><\/span> is preparing an updated procedure for setting price caps, while the Ministry of Energy is collecting business proposals on amendments to the regulatory framework to stimulate the development of new generation capacity.<\/p>\n One of the key topics of discussion was the settlement of debt on the electricity balancing market<\/strong>. The Ministry noted that dedicated working groups are already developing legislative solutions, as resolving this issue is a prerequisite for the implementation of new generation projects.<\/p>\n Participants also discussed the development of renewable energy<\/strong>. Joint working groups involving the Ministry of Energy, Ukrenergo<\/span><\/span>, and the regulator are working to simplify procurement procedures and grid connection for new renewable energy projects. Recently adopted legislative changes have been generally positively assessed by the market.<\/p>\n During the meeting, representatives of EBA member companies had the opportunity to raise questions with the Deputy Minister.
