The document has been submitted to the Cabinet of Ministers of Ukraine, the Office of the President of Ukraine, the Verkhovna Rada of Ukraine, the National Bank of Ukraine, and the Ministry of Economy, Environment and Agriculture of Ukraine, as well as to the Delegation of the European Union to Ukraine.<\/p>\n<p data-start=\"583\" data-end=\"754\">The proposals were prepared by experts of the Association\u2019s Ukraine Recovery Committee in cooperation with the Association\u2019s regional offices in Kharkiv, Dnipro and Odesa.<\/p>\n<p data-start=\"756\" data-end=\"1203\">Ukraine\u2019s frontline regions are operating under significantly more challenging conditions compared to other parts of the country. Businesses in these areas face constant security threats, damaged infrastructure, and limited access to financing, insurance, logistics and workforce. In the absence of targeted support instruments, this leads to a decline in economic activity, relocation of enterprises, loss of jobs and a reduction in tax revenues.<\/p>\n<p data-start=\"1205\" data-end=\"1549\">The document contains a comprehensive package of solutions addressed to central and local authorities, international partners, financial institutions and banks. These measures are aimed at reducing wartime and financial risks for businesses, supporting employment, developing logistics and restoring companies\u2019 access to lending and investment.<\/p>\n<p data-start=\"1551\" data-end=\"1617\">Among the key proposals put forward by the business community are:<\/p>\n<ul>\n<li data-start=\"1621\" data-end=\"1708\">the creation of a special state programme to support businesses in frontline regions;<\/li>\n<li data-start=\"1711\" data-end=\"1762\">the development of war risk insurance mechanisms;<\/li>\n<li data-start=\"1765\" data-end=\"1825\">tax incentives for companies operating in frontline areas;<\/li>\n<li data-start=\"1828\" data-end=\"1910\">compensation of logistics costs and the development of logistics infrastructure;<\/li>\n<li data-start=\"1913\" data-end=\"1986\">expanded access to lending, grant programmes and financial instruments;<\/li>\n<li data-start=\"1989\" data-end=\"2040\">support for the energy resilience of enterprises;<\/li>\n<li data-start=\"2043\" data-end=\"2142\">incentives for the return of economically active population and the development of human capital;<\/li>\n<li data-start=\"2145\" data-end=\"2226\">the creation of special economic zones to attract investment to affected regions.<\/li>\n<\/ul>\n<p data-start=\"2228\" data-end=\"2731\">At the same time, the Association notes that a number of proposals previously submitted by the business community in earlier versions of the document have already been partially taken into account by state authorities. In particular, the business community positively assesses the Government\u2019s decision to amend the procedure for suspending the registration of tax invoices, which introduces the possibility of unconditional registration of tax invoices in regions with an increased risk of hostilities.<\/p>\n<p data-start=\"2733\" data-end=\"2956\">The business community also notes the expansion of the state entrepreneurship support programme \u201cOwn Business\u201d, including the introduction of grants aimed at ensuring backup and autonomous energy supply for enterprises.<\/p>\n<p data-start=\"2958\" data-end=\"3348\">In addition, the Association welcomes the adoption of Resolution No. 1541 of the Cabinet of Ministers of Ukraine on compensation for business losses and reimbursement of insurance premiums under war risk insurance contracts. The introduction of such a mechanism is an important step towards establishing a war risk insurance system and stimulating economic activity in affected regions.<\/p>\n<p data-start=\"3350\" data-end=\"3647\">The European Business Association also positively evaluates the implementation of state programmes aimed at ensuring access to affordable housing for internally displaced persons and residents of frontline territories, which is an important factor in supporting the human capital of these regions.<\/p>\n<p data-start=\"3649\" data-end=\"3941\" data-is-last-node=\"\" data-is-only-node=\"\">The Association hopes for continued constructive dialogue with public authorities on the implementation of the proposed measures and remains ready to further contribute to developing solutions aimed at supporting businesses and restoring the economic potential of Ukraine\u2019s frontline regions.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>The European Business Association has presented the third edition of a package of proposals aimed at supporting businesses in Ukraine\u2019s frontline regions.
