The Lobbying and Transparent Policies Committee of the European Business Association<\/span><\/span> initiated a survey among GR specialists from the EBA\u2019s member companies regarding the implementation of the Law of Ukraine \u201cOn Lobbying\u201d and registration in the Transparency Register maintained by the National Agency on Corruption Prevention<\/span><\/span>.<\/p>\n

According to the survey results, 71% of respondents indicated that neither they personally nor their companies are registered in the Transparency Register of the National Agency on Corruption Prevention as lobbying entities. Among those not registered, 36% do not plan to register, 19% plan to register at a later stage, and only 6% intend to register in the near future. At the same time, 39% remain undecided about their further plans.<\/p>\n

The main reason for not registering, cited by 58% of respondents, is that they do not consider their activities to constitute lobbying. Another 48% are awaiting additional clarifications or amendments to the legislation, while 16% point to the complexity or lack of clarity of the registration and reporting procedures. Some companies indicate that they plan to lobby through relevant associations or do not have any relevant projects in the pipeline.<\/p>\n

At the same time, 56% of companies believe that the Lobbying Law may apply to their activities, while 32% are uncertain, and only 12% are convinced that the law does not concern them.<\/p>\n

The level of awareness of the law\u2019s requirements is relatively high: 48% of respondents are well familiar with its provisions, 38% have a general understanding, and 14% have only heard about the law but have not studied it in detail. Meanwhile, 62% of companies have already conducted an internal review of their activities to determine whether they involve lobbying, while another 21% plan to do so. However, only 43% have internal policies regulating lobbying activities or interaction with public authorities, and 14% are currently in the process of developing such policies.<\/p>\n

The vast majority of businesses (88%) require additional official clarifications regarding the application of the Lobbying Law. The most requested format is written explanations or a practical guide (68%), while companies are also interested in webinars or presentations (22%).<\/p>\n

The survey results indicate that businesses are interested in transparent and clear rules for interaction with public authorities, but expect greater certainty and practical guidance regarding the implementation of the new legislation.<\/p>\n
