Integration of Ukraine into the European transport system requires implementation of numerous measures aimed to improve legislation, transport and customs infrastructure, developing the system of cargoes\u2019 insurance and information support, and the introduction of modern technologies for the organization of border entry point. The process of customs system reform has already begun and now it is in implementation stage. On December 12, 2017, the EBA Southern Ukrainian Office in partnership with Association of International Freight Forwarders of Ukraine organized a meeting with the Head of the Odesa Customs Oleksandr Vlasov.<\/p>\n
The Odesa Customs Head highlighted the activity of the body, new challenges of reforms and legislation, cooperation with business, foreign partners and partnership with EUAM. As an example, organization of integrated supervision at the international border entry point at the Kuchurgan-Pervomaysk motorway was presented. It was opened on July 17, 2017 with the participation of the President of Ukraine Petro Poroshenko and the Prime Minister of Moldova Pavel Filip. Since that time 5,730 vehicles and 7,340 citizens have passed successfully. The transit procedure was simplified to the minimum of customs formalities: crossing only once in one place with single requirements for paperwork. Besides, improvement projects at other entry border points to Romania, Bulgaria, Turkey, Moldova were presented. Also Mr. Vlasov shared the positive results of the executed indicative indexes and planned tasks. Thus, about UAH 2.1 billion was saved\u00a0 within the “customs experiment\u201d, meaning almost twice as much as in previous years.<\/p>\n
During the meeting the participants asked topical questions and discussed existing problems in the customs and port spheres, forwarding, agenting and logistics. Particular attention was paid to the work of AutoHub, launched in Odesa this autumn. The project united seven state and non-state services in one place to optimise customs clearance and registration of used vehicles.<\/p>\n
The realization of the “single window” principle was one of most prominent questions, as well as issues of passing customs, environmental, radiological and other types of state control. On this point, the EBA Southern Ukrainian Office held a special meeting with Management of Odesa Customs, Odesa Regional Service of the State Veterinary and Sanitary Control and Supervision at the State Border and Transport and the State Environmental Inspection of the Southwestern Black Sea Region in Spring 2017. As a result, an EBA position paper was sent to the Prime Minister of Ukraine Volodymyr Groysman. Following on from this, the Cabinet of Ministers of Ukraine decided on November 22, 2017 that using the “single window” information system by enterprises and state bodies will become obligatory from February 1, 2018.<\/p>\n
