According to member companies of the European Business Association, despite official legislative changes, businesses are still unable to fully benefit from the simplified procedure for re-registering used vehicles. This concerns the practical implementation of Cabinet of Ministers Resolution No. 963<\/a>, which was intended to allow car dealers to independently re-register vehicles in the name of buyers.<\/p>\n

The EBA\u2019s experts note that the main obstacle is the system\u2019s technical unpreparedness. Although the Resolution entered into force on 15 August 2025, the relevant functionality has still not been fully launched in practice. As a result, companies lack the technical ability to issue simple written powers of attorney on behalf of buyers through the Unified State Register of the Ministry of Internal Affairs for the re-registration of purchased used vehicles.<\/p>\n
