The topic of defining enterprises, institutions, and organizations as critical<\/strong> is extremely relevant. The clarity and transparency in applying the updated criteria affect not only the continuity of business operations but also the economic resilience of our region and the country as a whole.\u00a0<\/p>\n On October 2, 2025<\/strong>, the Southern Ukrainian Office of the EBA<\/strong>, together with member companies, joined the \u201cDialogue between Authorities and Business\u201d<\/strong> on \u201cDefining Critical Enterprises, Institutions, and Organizations: Clarifications on the RSA\u2019s Updated Criteria.\u201d<\/strong> Participants included the leadership of the Odesa Regional State Administration , the Department of Economy, the Department of Life Support Systems and Energy Efficiency, and the Department of Maritime, Transport Infrastructure, and Communication.\u00a0<\/p>\n During the meeting, businesses received clarifications on the application of the updated criteria approved in July 2025 by Resolution No. 76 of the Cabinet of Ministers of Ukraine<\/strong>. According to the amendments, the designation of critically important enterprises is carried out as follows:\u00a0<\/p>\n What does this mean for business?<\/strong>\u00a0<\/p>\n Regional administrations now have limited powers: they can only grant the status of critically important to private enterprises operating in the sectors clearly defined by the Resolution.\u00a0<\/p>\n The European Business Association welcomes the efforts of the Odesa RSA to systematize and streamline the process of granting critical importance status. At the same time, it is essential for businesses to have a clear algorithm of actions, precise explanations, and predictability of decisions.
