The Procedure will remain in effect for the duration of martial law and for 12 months following its cancellation or termination.<\/p>\n<h4 style=\"font-weight: 400;\"><strong>Transition from previous regulation<\/strong><\/h4>\n<p style=\"font-weight: 400;\"><strong><u>Former framework: <\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">Government Resolution No. 763 (pilot project, still formally in force).<\/p>\n<p style=\"font-weight: 400;\"><strong><u>New procedure: <\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">Expands the criteria for obtaining manufacturer status, updates transportation and storage requirements, clarifies the process for obtaining necessary authorisations, and refines production requirements for explosives.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>Continuity: <\/u><\/strong><\/p>\n<ul>\n<li>Manufacturers registered under Resolution No. 763 will retain their existing status.<\/li>\n<li>Certificates for storing military explosives issued under Resolution No. 763 will remain valid as long as the Procedure is in effect.<\/li>\n<\/ul>\n<h4 style=\"font-weight: 400;\"><strong>Becoming a registered manufacturer<\/strong><\/h4>\n<p style=\"font-weight: 400;\"><strong><u>Process: <\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">Submission of a declaration to the Ministry of Strategic Industries of Ukraine \u00a0(liquidated; the Ministry of Defence of Ukraine is the successor).<\/p>\n<p style=\"font-weight: 400;\"><strong><u>Result: <\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">Inclusion in the Register of Participants in the Selection Process and Executors of State Contracts.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>Timeline: <\/u><\/strong><\/p>\n<p style=\"font-weight: 400;\">10 business days from submission.<\/p>\n<p style=\"font-weight: 400;\"><strong><u>Continuity: <\/u><\/strong><\/p>\n<ul>\n<li>Manufacturers registered under Resolution No. 763 will retain their existing status.<\/li>\n<li>Certificates for storing military explosives issued under Resolution No. 763 will remain valid as long as the Procedure is in effect.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong><u>Eligibility Criteria \u2014 at least one of the following must be met:<\/u><\/strong><\/p>\n<ul>\n<li>Execution of a government contract within the past 12 months for the manufacture and delivery of explosives, ammunition, or related components;<\/li>\n<li>Possession of developer rights for ammunition that has been approved for use or adopted for service;<\/li>\n<li>Holding a valid permit from the National Police of Ukraine for storing industrial explosives, or a certificate from the State Labour Service for storing military explosives;<\/li>\n<li>The legal right to use repurposed military infrastructure for ammunition storage; or<\/li>\n<li>Cooperation with the Ministry of Defence of Ukraine on the development and\/or production of explosives or ammunition.<\/li>\n<\/ul>\n<h4 style=\"font-weight: 400;\"><strong>Manufacturer Status<\/strong><\/h4>\n<p style=\"font-weight: 400;\">Registered manufacturers are granted the right to:<\/p>\n<ul>\n<li>Manufacture and supply explosives and ammunition for Ukraine&#8217;s security and defence forces, and to other manufacturers;<\/li>\n<li>Purchase explosives, detonating devices, and products or devices containing explosives;<\/li>\n<li>Develop, produce, store, transport, purchase, sell, import into Ukraine, and use certain precursor chemicals;<\/li>\n<li>Store and process, as well as transport for further storage and processing, waste from inorganic chemical processes;<\/li>\n<li>Recover (recycle or regenerate) such waste received from other manufacturers; and<\/li>\n<li>Produce and store methyl alcohol and fuel, and store ethyl alcohol.<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>Facility Requirements<\/strong>\u00a0<\/p>\n<ul>\n<li>Manufacturers must have ownership or other real rights to facilities used for the production and storage of explosives and ammunition.<\/li>\n<li>The facilities must meet the requirements set out in the Procedure.<\/li>\n<li>Manufacturers obtain a certificate from the State Labour Service for the storage of military explosives (simplified procedure).<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\"><strong>Transportation of Explosives<\/strong><\/p>\n<ul>\n<li>Manufacturers are exempt from standard rules for transporting dangerous goods by road, provided they comply with the specific requirements set out in the Procedure.<\/li>\n<li>Permission from the National Police of Ukraine is not required for the transportation of military explosives.<\/li>\n<\/ul>\n<h4 style=\"font-weight: 400;\"><strong>Purchase and Import: Simplified Procedures<\/strong><\/h4>\n<p style=\"font-weight: 400;\">The Procedure introduces streamlined processes for obtaining the following authorizations and registrations:<\/p>\n<ul>\n<li>Permits from the National Police of Ukraine to purchase industrial explosives;<\/li>\n<li>Registration with the State Service for Export Control of Ukraine (\u201c<strong>SSECU<\/strong>\u201d);<\/li>\n<li>Import permits from the SSECU;
