Staff shortages, emigration of specialists, a lack of technical professionals, insufficient retraining opportunities, and a weak connection between education, government, and business \u2014 these are real challenges companies across Ukraine face daily, especially in the South.<\/p>\n

That\u2019s why the South Ukrainian Office of the European Business Association (EBA Odesa), in partnership with the Odesa Regional State Administration, the Odesa Regional Employment Center, the Association of Employers\u2019 Organizations of Odesa Region, and the Odesa Center for Vocational Education of the State Employment Service, held the event \u201cHuman Capital as a Driver of Business and Regional Development\u201d<\/strong> on July 17.<\/p>\n

The event was opened and moderated by Kateryna Morozova<\/strong>, Head of the South Ukrainian Office of the European Business Association. In her opening remarks, she emphasized:<\/p>\n

\u201cToday, human capital goes far beyond HR challenges. It\u2019s a matter of business resilience, education adaptability, and effective public policy. If we want to preserve the region\u2019s potential, we must act together \u2014 through concrete tools, partnerships, and support programs.\u201d<\/em><\/p>\n

Welcome remarks were also delivered by Mykyta Koreniev<\/strong>, Director of the Odesa Regional Employment Center; Artem Bulgari<\/strong>, Deputy Director of the Department of Economy of the Odesa Regional State Administration; and Kostiantyn Zhuravel<\/strong>, Chairman of the Association of Employers\u2019 Organizations of Odesa Region.<\/p>\n

Panel I: Practical Cases of Workforce Recruitment and Training<\/strong><\/p>\n

The panelists shared their insights and successful cases on attracting, training, and retaining staff:<\/p>\n

  • Nadiia Savchenko<\/strong>, CEO of HR Agency Key People<\/em>, Head of EBA Odesa HR Hub<\/li>\n
  • Hanna Illina<\/strong>, Head of the NGO Zvyazok<\/em><\/li>\n
  • Diana Yakovlieva<\/strong>, Acting Deputy Head of the Youth Council under the Odesa Regional Military Administration<\/li>\n
  • Svitlana Tabakova<\/strong>, Head of the Professional Training Department, Odesa Regional Employment Center<\/li>\n<\/ul>\n

    Speakers highlighted that today\u2019s labor market requires not only quality training but also continuous skills development through innovative learning methods and motivational programs. Only by investing in human capital can businesses remain competitive and respond effectively to future challenges.<\/p>\n

    The event was attended not only by representatives of Ukrainian businesses, government agencies, and educational institutions, but also by international partners. Among the guests was Dzemal Hodzic<\/strong>, Chief Technical Advisor of the International Labour Organization (ILO) in Ukraine<\/strong>. He briefly presented the ILO\u2019s employment support project in Ukraine and emphasized the importance of coordinated interaction between key stakeholders:<\/p>\n

    \u201cWhen an employer can directly request specific skills from a training center, programs can be adjusted more quickly. This model is key to effective human capital development.\u201d<\/em><\/p>\n

    Panel II: Programs for Business Support and Entrepreneurship Development<\/strong><\/p>\n

    • Artem Bulgari<\/strong> (Odesa RSA) detailed regional entrepreneurship support programs, including co-financing of small business initiatives.<\/li>\n
    • Olena Zueva<\/strong>, Head of the Project Implementation Department at the Odesa Regional Employment Center, presented the Made in Ukraine<\/em> initiative and grant opportunities for self-employed individuals.<\/li>\n
    • Roman Sarzynskyi<\/strong>, Director of the Odesa Center for Vocational Education of the State Employment Service, spoke about collaboration with employers and adapting curricula to modern labor market demands.<\/li>\n<\/ul>\n

      Key message<\/strong>: Entrepreneurship development and business support must go hand-in-hand with a robust system for training qualified personnel.<\/p>\n
