The European Business Association welcomes the decision of the State Regulatory Service of Ukraine, which on 2 July 2025 refused to approve the draft resolution of the Cabinet of Ministers of Ukraine “On Amending the Resolution of the Cabinet of Ministers No. 303 dated 13 March 2022”.<\/p>\n

The proposed document aimed to remove subsoil users from the scope of the current moratorium on scheduled and unscheduled inspections during martial law, which could have significantly increased regulatory pressure on the subsoil use sector.<\/p>\n

However, as noted in the SRS decision, the current wording of the resolution already allows for unscheduled state supervision measures in cases of substantiated necessity. Therefore, the initiative to amend the resolution was deemed inappropriate, lacking analytical justification, and contrary to the principles of state regulatory policy.<\/p>\n

The EBA has repeatedly emphasised<\/a> the inadmissibility of such changes, given the wartime risks, logistical challenges, rising operational costs, and the threat of reduced investment attractiveness in the sector.<\/p>\n

The business community sincerely thanks the State Regulatory Service of Ukraine for its balanced stance and for taking the business sector\u2019s arguments into account in making this decision. The European Business Association will continue to support constructive dialogue with public authorities to ensure stable and transparent market regulation.<\/p>\n
