We are giving a lot in this war. Business here is not just about the economy \u2014 it\u2019s about maintaining the cities\u2019 vital functions,&#8221;<\/em> he emphasized.<\/p>\n<p data-start=\"1094\" data-end=\"1207\"><strong data-start=\"1094\" data-end=\"1115\">Danylo Hetmantsev<\/strong> presented a draft <strong data-start=\"1134\" data-end=\"1188\">Support Program for High-Risk Security Territories<\/strong>, which includes:<\/p>\n<ul data-start=\"1208\" data-end=\"1482\">\n<li data-start=\"1208\" data-end=\"1251\">\n<p data-start=\"1210\" data-end=\"1251\">the creation of a special support fund;<\/p>\n<\/li>\n<li data-start=\"1252\" data-end=\"1285\">\n<p data-start=\"1254\" data-end=\"1285\">tax and economic preferences;<\/p>\n<\/li>\n<li data-start=\"1286\" data-end=\"1341\">\n<p data-start=\"1288\" data-end=\"1341\">grants, concessional loans, and war risk insurance;<\/p>\n<\/li>\n<li data-start=\"1286\" data-end=\"1341\">\n<p data-start=\"1288\" data-end=\"1341\">support for attracting investors despite high risks.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1344\" data-end=\"1482\">You can read more about the project at the <a class=\"\" href=\"https:\/\/t.me\/getmantsevdanil\/9617\" target=\"_new\" rel=\"noopener\" data-start=\"1441\" data-end=\"1482\">link<\/a><\/p>\n<p data-start=\"1484\" data-end=\"2753\"><strong data-start=\"1484\" data-end=\"1499\">Anna Chaika<\/strong>, representative of EBA Kharkiv and Managing Partner at Business Element, emphasized that the Association submitted proposals on a special regime for frontline regions over six months ago.<br data-start=\"1687\" data-end=\"1690\" \/><br \/>\n<em data-start=\"1690\" data-end=\"2742\">&#8220;We\u2019re not asking for privileges \u2014 we\u2019re asking for tailored conditions that reflect the inequality of circumstances in which frontline businesses operate. For example, reducing the burden on payrolls by lowering the unified social contribution (USC) \u2014 this is not a benefit, it\u2019s a matter of survival.<br data-start=\"1993\" data-end=\"1996\" \/><br \/>\nArguments about the lack of compensators should be reconsidered: formalizing employees with real salaries can serve as such a compensator.<br data-start=\"2134\" data-end=\"2137\" \/><br \/>\nWe also support returning the military levy to 1.5%, as we already pay a high price working under constant shelling.<br data-start=\"2253\" data-end=\"2256\" \/><br \/>\nAdditionally, we proposed a compromise on e-commerce fiscalization: allowing the use of electronic receipts with bank confirmation instead of mandatory cash registers. This preserves transparency while reducing administrative pressure.<br data-start=\"2491\" data-end=\"2494\" \/><br \/>\nFinally, we appreciate the Kharkiv City Council\u2019s initiative to cancel local property and land taxes, but we urge that a clear planning horizon \u2014 at least one fiscal year \u2014 be established. Planning may sound unrealistic now, but we still need it,&#8221;<\/em> she noted.<\/p>\n<p data-start=\"2755\" data-end=\"2999\" data-is-last-node=\"\" data-is-only-node=\"\">This meeting marks an important step toward building a systemic national policy to support Ukraine\u2019s frontline regions.<br data-start=\"2878\" data-end=\"2881\" \/><br \/>\nWe thank all parties for the constructive dialogue and hope for the prompt implementation of the proposed initiatives.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>On June 25, an important dialogue between business and government took place in Kharkiv.
