This resolution introduces significant amendments to regulatory acts governing the special use of forest resources.<\/p>\n<p data-start=\"438\" data-end=\"638\">The document is aimed at improving the legal framework of the forestry sector, ensuring more effective forest management, and aligning practices with European standards. Specifically, it provides for:<\/p>\n<ul data-start=\"640\" data-end=\"2497\">\n<li data-start=\"640\" data-end=\"768\">\n<p data-start=\"642\" data-end=\"768\"><strong data-start=\"642\" data-end=\"687\">Regulating the arrangement of skid trails<\/strong> by setting the procedure for preparatory works prior to main logging operations.<\/p>\n<\/li>\n<li data-start=\"769\" data-end=\"946\">\n<p data-start=\"771\" data-end=\"946\"><strong data-start=\"771\" data-end=\"812\">Organising scientific-purpose logging<\/strong> for the formation and health improvement of forests, specifically for scientific institutions that have permanent forest use rights.<\/p>\n<\/li>\n<li data-start=\"947\" data-end=\"1157\">\n<p data-start=\"949\" data-end=\"1157\"><strong data-start=\"949\" data-end=\"1026\">Aligning sectoral legislation with the Law \u201cOn Administrative Procedure\u201d,<\/strong> particularly in relation to inspecting forest plots to verify data on area and other indicators prior to issuing a felling ticket.<\/p>\n<\/li>\n<li data-start=\"1158\" data-end=\"1278\">\n<p data-start=\"1160\" data-end=\"1278\"><strong data-start=\"1160\" data-end=\"1232\">Clarifying the rules for the use of forest resources in border areas<\/strong> in line with legislation on the State Border.<\/p>\n<\/li>\n<li data-start=\"1279\" data-end=\"1453\">\n<p data-start=\"1281\" data-end=\"1453\"><strong data-start=\"1281\" data-end=\"1339\">Introducing new terms and refining existing provisions<\/strong> concerning timber harvesting, felling principles, biodiversity conservation, and protection of rare tree species.<\/p>\n<\/li>\n<li data-start=\"1454\" data-end=\"1717\">\n<p data-start=\"1456\" data-end=\"1717\"><strong data-start=\"1456\" data-end=\"1500\">Defining principles of timber harvesting<\/strong> during main-use felling, such as continuous, non-depleting, and rational forest resource use; preserving conditions for regenerating high-yielding stands and maintaining their ecological and other valuable functions.<\/p>\n<\/li>\n<li data-start=\"1718\" data-end=\"1811\">\n<p data-start=\"1720\" data-end=\"1811\"><strong data-start=\"1720\" data-end=\"1761\">Regulating forest quality improvement<\/strong> through felling and other silvicultural measures.<\/p>\n<\/li>\n<li data-start=\"1812\" data-end=\"1980\">\n<p data-start=\"1814\" data-end=\"1980\"><strong data-start=\"1814\" data-end=\"1875\">Banning the felling of valuable, rare, and notable trees,<\/strong> including species listed in Ukraine\u2019s Red Data Book, and trees with nests of Red Data Book bird species.<\/p>\n<\/li>\n<li data-start=\"1981\" data-end=\"2343\">\n<p data-start=\"1983\" data-end=\"2343\"><strong data-start=\"1983\" data-end=\"2055\">Establishing a procedure for inspecting and documenting forest plots<\/strong> for the special use of forest resources in accordance with the Instruction on Forest Plot Allocation and Appraisal. This Instruction is to be approved by the Ministry of Environmental Protection and Natural Resources of Ukraine based on a proposal from the State Forest Resources Agency.<\/p>\n<\/li>\n<li data-start=\"2344\" data-end=\"2497\">\n<p data-start=\"2346\" data-end=\"2497\"><strong data-start=\"2346\" data-end=\"2415\">Ensuring forest users\u2019 participation in administrative procedures<\/strong>, particularly in decisions regarding the issuance or refusal of a felling ticket.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2499\" data-end=\"2721\">Industry experts are confident that these amendments will promote the sustainable use of forest resources, enhance transparency in administrative processes, and improve the protection and regeneration of Ukraine\u2019s forests.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>The European Business Association\u2019s Woodworking and Furniture Committee has welcomed the adoption of Resolution No. 721 by the Cabinet of Ministers of Ukraine, dated 18 June 2025.
