Despite the difficult conditions of full-scale war, economic instability, and the destruction of industrial infrastructure, Ukrainian businesses continue to implement decarbonisation measures. At the same time, representatives of the business community stress the need to adapt climate commitments to the realities the country is currently facing.<\/p>\n
According to estimates by the Kyiv School of Economics, by 2025 losses in Ukraine\u2019s industry, construction, and services sectors will amount to $14.4 billion, with over 500 enterprises either destroyed or damaged. Moreover, research shows that war-related greenhouse gas emissions over the past three years have reached 230 million tonnes of CO\u2082 equivalent. In 2024, these emissions increased by 30% compared to 2023.<\/p>\n
Given that a significant number of enterprises have lost production capacity or suspended operations, the main burden of implementing climate solutions now falls on the companies that continue to operate. In such circumstances, businesses face limited capacity to invest in decarbonisation without additional external support.<\/p>\n
In this context, the current target of reducing emissions by 68\u201373% by 2035 compared to 1990 levels may be overly ambitious. The business community suggests considering the revision of this target in light of wartime realities and economic challenges. In particular, it may be appropriate to introduce a mechanism for adjusting the climate target \u2013 for instance, three years after the end of martial law. Such an approach would help strike a balance between Ukraine\u2019s international obligations and its economic capacity.<\/p>\n
In this regard, the European Business Association has submitted a letter to the First Deputy Prime Minister \u2013 Minister of Economy of Ukraine, the Minister of Energy of Ukraine, the Minister of Environmental Protection and Natural Resources of Ukraine, and the Verkhovna Rada Committee on Environmental Policy and Nature Management.<\/p>\n
