Ilyashev & Partners Law Firm, representing the interests of Ukrainian producer PlasmaTek LLC, has initiated an anti-dumping investigation into the circumvention of anti-dumping duties on silicon-manganese steel wire imports originating from China through their imports from Malaysia.<\/p>\n

Following the review of a complaint filed by a Ukrainian producer and prepared by the International Trade Practice Team at Ilyashev & Partners, led by Partner Olena Omelchenko<\/strong>, on April 16, 2025, the Interdepartmental Commission on International Trade (ICIT) adopted Decision No. AD-577\/2025\/441-01 to initiate the anti-circumvention investigation.<\/p>\n

ICIT found that wire imports from Malaysia are being used to circumvent the final anti-dumping duty of 32.6% imposed in 2023 on wires of manganese-silicon steel from China, classified under the Ukrainian Classification of Goods for Foreign Economic Activity (UCGFEA) code 7229 20 00 00. The decision will enter into force 10 days after its official publication in the Uryadovyi Kurier (published on April 19, 2025).<\/p>\n

Since the imposition of the duty, imports of Chinese wires have decreased, while the market share of similar Malaysian-origin products has significantly increased, undermining the effectiveness of the anti-dumping measures and harming Ukrainian producers.<\/p>\n

To prevent further circumvention, ICIT resolved to impose advance payments (including VAT) on Malaysian exporters at the current Chinese duty rate of 32.6%, effective until the conclusion of the investigation.<\/p>\n

The previous investigation into Chinese wire imports was also initiated<\/a> by Ilyashev & Partners.<\/p>\n

PlasmaTek LLC is one of Ukraine\u2019s largest manufacturers of welding materials and semi-finished products for manufacturing welding electrodes.<\/p>\n
