On December 26, EBA member companies met with Vitalii Koval,\u00a0 Minister of Agrarian Policy and Food of Ukraine. Vitalii Koval shared the Ministry\u2019s work plans for 2025 and addressed questions from companies.<\/p>\n
During the discussion, the Minister highlighted the Ministry’s key priorities: advancing deep processing, irrigation, supporting livestock farming and farmers in front-line areas, and progressing European integration. Additionally, a new focus on energy independence was introduced, including the development of a biomethane strategy.<\/p>\n
The Minister also summarized the achievements of 2024. Agricultural exports generated $24.5 billion in foreign currency revenue, marking the second-best result after 2021. Historical highs were also reached in soybean production, with 6 million tons, and sugar exports, totaling 740,000 tons.<\/p>\n
European integration efforts were another focus of the meeting. The Ministry oversees 3 negotiation chapters and provides input on an additional 18. EBA representatives proposed including additional experts in the negotiation teams to address various aspects of the agrarian sector.<\/p>\n
The Ministry\u2019s team updated attendees on the progress of a project to transition grain warehouse documents to electronic format. The first phase, creating an electronic registry on the Diia platform, has been completed. The second phase, full digitalization, is underway. This requires amendments to a Cabinet of Ministers resolution and technical refinements by the Ministry of Digital Transformation. The technological solution is expected to be ready by the second quarter of 2025.<\/p>\n
The discussion also touched on the potential risk of repeated blockades at the western border, particularly by Polish protesters. Deputy Minister Oksana Osmachko noted that with ports operational, only 16-17% of exports now pass through the Polish border. She explained that border blockades by protesters are mainly politically motivated. The Ministry maintains regular dialogue and close communication with Polish counterparts.<\/p>\n
Another critical topic was the reservation of personnel. Ministry representatives clarified that businesses can apply for critical enterprise status earlier than the 45-day standard, and applications are reviewed in order of submission. Currently, the review period takes approximately 7-10 days.<\/p>\n
At the end of the meeting, participants discussed the labor shortage in the agrarian sector. The Minister emphasized ongoing dialogue with international partners to support staff retraining, improve the material and technical base of vocational education institutions, and enhance relevant training centers. Efforts are also underway to adapt agricultural machinery for people with disabilities. Additionally, the Ministry focuses on aligning state and regional orders for training new specialists with market needs to ensure educational institutions prepare graduates who meet employers\u2019 expectations.<\/p>\n
