Yesterday, the Verkhovna Rada of Ukraine passed in the first reading the draft Law \u201cOn Amendments to the Law of Ukraine \u2018On Mobilization Preparation and Mobilization\u2019 to Expand the List of Military Obligations for Men Under 25 for Deferral of Conscription During Mobilization\u201d No. 11379-d.<\/p>\n
With this decision, Parliament has taken a step toward resolving the legislative conflict that has allowed for the mobilization of men under 25 who were previously deemed limited fit for service. Specifically, Bill No. 11379-d prohibits the mobilization of men under 25 who were recognized as limited fit until the law canceling the status of limited fitness comes into force. Moreover, if such men have already been mobilized, they will be able to transfer to the reserve.<\/p>\n
The European Business Association welcomes this step towards resolving the issue, which was advocated by the business community. Furthermore, the business community supports the importance of ensuring a more equitable approach to conscription during mobilization.<\/p>\n
At the same time, the community urges lawmakers to fully support this bill as soon as possible to definitively address the mobilization of men under 25 who were previously deemed limited fit.<\/p>\n
A reminder of the legal conflict:<\/strong> Men under 25, who were recognized as unfit for military service in peacetime but limited fit in wartime, were classified as conscripts. If they had not undergone basic general military training or basic military service and were deemed fit following a repeat medical examination, they could be conscripted during mobilization.<\/p>\n According to the law, basic general military training for citizens will only begin on September 1, 2025, and the start of conscription for basic military service (which replaces conscription during martial law) is not defined by legislation.
