We are resuming the practice of in-person discussions with member companies and the Committee&#8217;s board to address agenda items.<\/p>\n<p><strong>Resumption of Customs Inspections. <\/strong>As of 1 May 2024, customs inspections have been resumed. The State Customs Service of Ukraine (SCSU) invites all interested parties to attend a <a href=\"https:\/\/customs.gov.ua\/news\/zagalne-20\/post\/do-uvagi-predstavnikiv-biznesu-1585\">seminar<\/a> on this topic, scheduled for 26 April 2024 at 11:00.<\/p>\n<p><strong>Phase 5 of NCTS. <\/strong>On 22 April, Ukraine fulfilled its commitment made upon joining the Convention on a Common Transit Procedure in 2022 by transitioning on time to the updated IT system underpinning the convention. Joining the Convention is a mandatory requirement for EU accession and a key obligation under the economic provisions of Ukraine&#8217;s Association Agreement with the EU.<\/p>\n<p>Declarations for NCTS Phase 5 can be submitted through:<\/p>\n<ol>\n<li>Trader\u2019s Portal (<a href=\"https:\/\/youtu.be\/NOB90OU7i-0\">https:\/\/youtu.be\/NOB90OU7i-0<\/a>) available at <a href=\"https:\/\/tp.customs.gov.ua\/tp-web-ui\/\" target=\"_new\" rel=\"noopener\">https:\/\/tp.customs.gov.ua\/tp-web-ui\/<\/a><\/li>\n<li>Single Window (<a href=\"https:\/\/youtu.be\/oTEhxbZ7E2A\">https:\/\/youtu.be\/oTEhxbZ7E2A<\/a>) available at <a href=\"https:\/\/cabinet.customs.gov.ua\/nctslist\" target=\"_new\" rel=\"noopener\">https:\/\/cabinet.customs.gov.ua\/nctslist<\/a><\/li>\n<li>Using brokerage software presented by developers during the business seminar on 9 April (<a href=\"https:\/\/youtu.be\/V17Bb6L3KMI\">https:\/\/youtu.be\/V17Bb6L3KMI<\/a>).<\/li>\n<\/ol>\n<p>Login credentials for the Trader\u2019s Portal can be obtained via the Personal Account on the Single Window for International Trade web portal, similar to accessing NCTS Phase 4.<\/p>\n<p>Updated Methodological Guidelines for completing transit declarations using the new Trader\u2019s Portal are available under the &#8220;Methodological and Training Materials&#8221; subsection in the &#8220;Common Transit (NCTS)&#8221; section of the SCSU web portal. The guidelines can be downloaded <a href=\"https:\/\/bit.ly\/446KZlS\" target=\"_new\" rel=\"noopener\">here<\/a>.<\/p>\n<p><strong>Ukraine Facility and Reform Plan. <\/strong>The year 2030 is seen as the &#8220;window&#8221; for Ukraine&#8217;s EU accession. Key areas of reform include:<\/p>\n<ul>\n<li>Adoption of a new EU Customs Code (distinct from draft law 10411)<\/li>\n<li>Implementation of this code in Ukraine post-adoption of draft law 10411<\/li>\n<li>Upgrades to IT infrastructure, re-certification of the SCSU, changes in ethics, anti-corruption reforms, and relocation of customs formalities to remote offices<\/li>\n<li>Strategic digitalisation plan for the SCSU<\/li>\n<li>Reforms in VAT, excise duties, and adherence to the EU Anti-Tax Avoidance Directive.<\/li>\n<\/ul>\n<p>A presentation from the speakers is available at the provided <a href=\"https:\/\/ebaua.sharepoint.com\/:p:\/g\/AllEBADoc\/EVTMjXAZIRlFkhhWMSaiT0cBjZa0_FJ_Dm6vlnHc3PtyIg?e=gR3528\">link<\/a>.<\/p>\n<p>The Customs Committee continues its active role in informing businesses about changes in customs regulations and maintaining communication with legislative and executive bodies to advocate for necessary reforms to strengthen Ukraine&#8217;s economy.<\/p>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>On 23 April, the Customs Committee of the EBA held its first hybrid meeting in a long time.
