Communication, especially in times of war, is extremely important. Much depends on effective, transparent and understandable communication – mutual support, correct interpretation of decisions and their reasons, minimization of negativity, reduction of opportunities for information manipulation by the aggressor, etc.<\/p>\n
At the moment, what we hear from business is that communication between business and some government agencies still needs to be improved. And now, I would like to focus on the issue of effective interaction between business and territorial recruitment and social support centers.<\/p>\n
Yes, over the past two years, issues of effective cooperation have arisen. EBA member companies note the complexity of the process, lack of clear procedures, the need to physically visit the TCRs and SSs, limited number of reception hours, queues, lack of a clear list and addresses of TCRs and SSs, lack of feedback on some requests, etc. Moreover, we can all observe “raids” in some cities of the country by the respective representatives of the Centers – it would also be appropriate to communicate the reasons, rules of conduct, etc. or to choose more civilized approaches in work.<\/p>\n
All of the above, taken together, often significantly complicates productive communication and the process of fulfilling businesses’ obligations. Moreover, it also negatively affects the quality of military record keeping, creates an additional administrative burden for businesses, and is an important factor in making decisions on business expansion and increasing investment in the economy.<\/p>\n
The EBA has repeatedly addressed the need to improve the mechanisms of communication between business and the TCRs and SSs, to simplify and modernize them.<\/p>\n
Therefore, the business community asks the Deputy Prime Minister for Innovation, Education, Science and Technology Development – Minister of Digital Transformation of Ukraine Mykhailo Fedorov and Minister of Defense of Ukraine Rustem Umerov to pay attention to this situation and take appropriate measures.<\/p>\n
Thus, the EBA community proposes to initiate the introduction of an electronic communication procedure for business with the TCRs and SSs in terms of military registration, in particular, the provision of information by the employer on changes in the status of persons liable for military service and verification of lists of persons liable for military service. In addition, the following should be provided: publication of the official e-mail addresses of the TCR and SS for communication with business and the possibility for the enterprise to provide the necessary information by means of electronic communication. Also, set clear deadlines for TCRs and SSs to process inquiries and provide responses, as well as provide time for the company to eliminate comments, etc. In addition, it is necessary to introduce the need for TCRs and SSs to provide responses to the enterprise explaining the problems and shortcomings that were identified during the reconciliation of the lists, etc.<\/p>\n
