From October 1, 2023, separate provisions of the new Law on Public Health System<\/a> No. 2573-IX will come into force, which will cancel the requirement for manufacturers and importers of non-food products to obtain a Conclusion of State Sanitary and Epidemiological Expertise.<\/p>\n

The European Business Association has advocated abolishing this Conclusion for almost 10 years, as such a document does not exist in European Union member states. In these countries, requirements for non-food products are established through separate regulations that govern household appliances, cleaning agents, cosmetics, and similar items. Ukraine embarked on the path of European integration many years ago and has adopted over a hundred technical regulations based on EU directives and a vast number of harmonized European standards that set requirements for various non-food products.<\/p>\n

Despite this and the need to confirm product compliance with the requirements of the mentioned technical regulations, Ukrainian legislation (specifically Law<\/a> No. 4004-XII, which was adopted back in 1994 and is being repealed on October 1 by the provisions of Law No. 2573-IX<\/em>) still included provisions requiring an additional Conclusion of Sanitary and Epidemiological Expertise. As a result, companies were forced to spend time and financial resources obtaining an unnecessary regulatory document. It could take several months for a company to acquire such a Conclusion. At the same time, without this Conclusion, businesses couldn’t sell their products, including household appliances, cleaning agents, cosmetics, and more.\u00a0<\/span><\/p>\n

Therefore, the cancellation of the Conclusion from October 1, 2023, aligns with Ukraine’s goal of integrating with the EU and simplifies the business environment in the country.<\/p>\n
