However, a study by <a href=\"https:\/\/gradus.app\/documents\/323\/Gradus_for_KIEF_-_Business_Survey_ENG_FGxeIWV.pdf\">Gradus Research Company<\/a> found that in November 2022, 45% of businesses continued to operate, and another 1% even started their own businesses after the outbreak of the war.<\/p>\n<p style=\"font-weight: 400;\">Despite the ongoing conflict, the Verkhovna Rada of Ukraine is implementing <strong>legislative changes<\/strong> to <strong>make easier business operations<\/strong> and <strong>regulate labor relations<\/strong> under martial law.
