On March 22, the European Business Association met with Acting Head of the State Inspectorate for Architecture and Urban Development (SIAU) Oleksandr Novytskyi and his team as part of an expanded meeting of the EBA Ukraine Recovery Committee and the EBA Regulatory Committee.<\/p>\n
Last year, the SIAU processed more than 70,000 construction documents. This is far from the pre-war level, but even under martial law, companies continue to work and invest in construction projects. Therefore, the SIAU sees its goal as facilitating business operations and liberalizing the construction sector.<\/p>\n
Recently, the Ministry of Communities and Territories Development of Ukraine was reorganized by merging into the Ministry of Communities, Territories and Infrastructure, to which the SIAU is now subordinated. The Inspectorate is also actively cooperating with the Ministry of Digital Transformation and the TAPAS Project to improve the quality of administrative services and increase transparency in the field of state architectural control.<\/p>\n
The SIAU’s digitalization plans include the introduction of automatic issuance of construction permits, the launch of a pilot project to standardize refusals on the issuance of permits, and the launch of a tool for tips in the electronic system that will allow customers to identify and eliminate errors while submitting an application to Diia. The SIAU is also developing services to strengthen communication between business and the state.<\/p>\n
Besides, we raised the issue of restoring the Unified State Electronic System for Construction in the territory of communities situated near active hostilities. Currently, this can be resolved by applying to the local self-government body of the community, which will submit a request to the Mininfrastructure to restore such services in the relevant territory. At the same time, the SIAU is working on amendments to Resolution No. 722 on certain issues of permitting and registration procedures in construction under martial law, which will also partially solve this problem.<\/p>\n
We also touched upon the status of draft law No. 5655, which is currently awaiting the President’s signature. Mr. Novytskyi noted that the draft law enshrines the values of digitalization, automation, minimization of the human factor, and elimination of corruption risks, and expressed hope for it to be promptly signed.<\/p>\n
