On October 1, the Common Customs Transit Procedure was launched in Ukraine, and amendments to the Customs Code of Ukraine came into force.<\/p>\n
This means that Ukraine has officially acceded to the Common Transit Convention and Convention on the Simplification of Formalities in Trade which will allow goods to move much faster between the EU and common transit countries. These conventions are also known as “customs visa-free regime”.<\/p>\n
The importance of this accession has been repeatedly emphasized by the European Business Association, and this is another step towards facilitating trade between Ukraine and the EU and Ukraine’s accession to the EU in general.<\/p>\n
Surely, sometimes important changes do not go smoothly and it takes time to update business processes, train staff, both in the business environment and in government agencies. Accordingly, the EBA appealed to the State Customs Service with a request to hold an open discussion of the first results of the introduction of changes to the Customs Code of Ukraine (CCU). We are waiting for confirmation of the date of such a meeting.<\/p>\n
After all, now the businesses still see the problems associated with changes in the Customs Code of Ukraine regarding the new procedure for guaranteeing the transportation of goods under customs control. Although this norm belongs to European practice, but in the first days of its application it turned out that the customs and business are not ready for the procedure of guaranteeing full rates of duty, especially when it comes to declarations of EA type.<\/p>\n
Taking into account that all changes to the CCU entered into force on Saturday, October 1, 2022, businesses were forced to wait for official customs clarifications until Monday, and then there was information only on Tuesday, October 4.<\/p>\n
At the same time, some regional customs offices as of Wednesday continue to refuse to accept declarations of EA type, requiring additional clarifications.<\/p>\n
Business, surely, understands the complexity of the situation in which the country found itself due to the aggression of russia. At the same time, the community hopes to resume the positive practice of regular meetings for professionals to discuss existing uncoordinated issues that negatively affect the quality of customs clearance and economic activity, and as a result \u2013 \u00a0the speed of transparent businesses working and filling the State Budget of Ukraine.<\/p>\n
