On August 17, the European Business Association held a Cross-committee meeting with Vadym Melnyk, Head of the Bureau of Economic Security. Mr. Melnyk informed the business representatives about the current work and priorities of the BES, and the participants discussed the specifics of CMU Resolution No. 187, which established a moratorium on the fulfillment of obligations to the russian federation and belarus or persons related to these countries.<\/p>\n
Mr. Melnyk noted that the work of the Bureau of Economic Security is currently focused on the search and blocking of assets related to russia and belarus with their subsequent transfer to ARMA – Asset Recovery and Management Agency of Ukraine. The priority is also the investigation of offenses involving excise goods, as well as “VAT manipulations”, gray schemes for the export of grain, and withdrawal of funds from Ukraine. Since February 24, BES analysts have already detected 50 billion withdrawn funds, of which 9 billion are identified as risky.<\/p>\n
The BES currently employs 100 detectives and 50 analysts, and the agency currently relies more on a law enforcement function in its current work. The analytics function is currently in development, but its deployment is somewhat constrained by financial and technical constraints. Work on technical equipment of the department and recruitment of specialists is underway, documents are currently being prepared for the announcement of new competitions for analysts and detectives in Kyiv and the Kyiv region, Lviv, Odesa, Volyn, and Zakarpattia Regions.<\/p>\n
At the end of the meeting, the EBA representatives concluded that, by mutual agreement, an exchange of information will be carried out with the BES management, as well as the preparation of a meeting with the heads of departments involved in the implementation of the requirements of Resolution No. 187, in order to eliminate ambiguous interpretations.
