Active hostilities on the territory of Ukraine created many difficulties for the work of enterprises. In particular, some manufacturers and importers faced the impossibility of labeling products in Ukrainian. In order to prevent a shortage of goods, the Government allowed the sale of goods without such marking during martial law. However, the situation can be resolved on a permanent basis by introducing the option of labeling products using QR codes.<\/p>\n

The business welcomes such an initiative outlined in draft law No. 7497<\/a> on labeling products by applying a QR code. A QR code can store large amounts of information, while the printing size of this code can be very small, and it can be read in any direction. This will simplify consumer access to product information and digitize business processes.<\/p>\n

The European Business Association supports such a proposal in the context of saving packaging while increasing useful information for the consumer. Obviously, more information about a product can be stored on an electronic resource than on its packaging, and the information can also be easily updated. According to the EBA member companies, a similar initiative can be implemented in the EU by the end of 2022, so this innovation will bring us closer to European standards.<\/p>\n

Currently, the draft law applies to the labeling of non-food products, however, according to the Association’s experts, it could be extended to food products and alcoholic beverages, which can significantly help businesses in the state of emergency or martial war. In addition, it would be appropriate to provide for the possibility to indicate QR codes also on price tags in stores in order to save money and space on the packaging.<\/p>\n

The EBA member companies draw attention to the fact that it is not entirely clear from the text of the draft law whether the QR code should be displayed on the manufacturer’s or importer’s website. Therefore, we propose to give companies the right to independently determine the electronic resource the information via the QR code will lead.<\/p>\n

Also, the Association offers a number of technical amendments and proposals to improve the draft law, eliminate possible legal conflicts and unify the legislation in order to avoid misunderstandings in communication with regulatory bodies. We hope that the proposals of the Association will be taken into account when finalizing the document and this novelty will simplify regulations for business and communication with consumers.<\/p>\n
