On April 27, 2022,<\/strong> the business-community of the European Business Association<\/strong> took part in a meeting with the management of Odesa Customs<\/strong>. Thus, hostilities have significantly affected the work of both companies and public authorities. In particular, according to representatives of the Odesa customs in connection with the decline in economic activity, the amount transferred to the State Budget by the customs due to customs duties is 12 times less than in pre-war working conditions. However, despite the difficult working conditions, we received a number of requests from companies, which indicates a gradual resumption of economic activity in Ukraine.<\/p>\n

Issues that are usually resolved in peacetime were also on the agenda. In particular, the companies talked about the problems of determining the customs value, features of customs regimes, speed of clearance of goods, opening a customs control zone at the enterprise, point problems with the endorsement of containers, import of ozone-depleting substances and more. In addition, the importance of critical imports was emphasized, as many logistics chains within the country are broken and without the import of products, individual ingredients, to continue the business is very difficult and sometimes impossible. Also, Alexander Lazarev, Chairman of the EBA Odesa Coordinating Council, co-chairman of the EBA Customs Committee once again drew the attention of Odesa Customs to the importance of solving the problem of so-called “stale” cargo. As there are certain categories of goods that are currently needed by children or can be used for the needs of the Territorial Defense, it would be advisable not to destroy them taking into account the needs of wartime.<\/p>\n

In addition, representatives of the Odesa customs briefly outlined the main innovations in customs legislation. It was about some issues of passing humanitarian aid across the customs border of Ukraine under martial law in accordance with the Resolution of the Cabinet of Ministers \u2116174 of 1.03.22, which contains innovations on the list of goods that need simplified registration. Namely, the passage of humanitarian aid across the customs border of Ukraine, including such goods as special personal protective equipment (helmets manufactured in accordance with military standards or technical conditions, or their equivalents and specially designed components (i.e. helmets, shock absorbers). In turn, the Law of Ukraine \u21162142-IX of 24.03.22 establishes a number of preferences, including exemption from import duties on goods imported (shipped) into the customs territory of Ukraine by enterprises for free circulation, but there is another Law of Ukraine \u21162373-IX from 1.03.22, which contains another preference for certain groups of goods, such as thermal imagers, which also drew the attention of companies.<\/p>\n
