According to experts, the distribution of freight services through the system “Prozorro.Sale” would eliminate possible abuses in the process of distributing acutely deficient cars, including grain hoppers.<\/span><\/p>\n Thus, the EBA Logistics Committee experts consider this method of distribution of cars to be much more efficient than the manual distribution by the Center for Transport Logistics. The proposed mechanism allows shippers to guarantee in advance the supply of cars, namely, grain hoppers, in the peak season of shipping the late grain group.<\/span><\/p>\n With English auctions, Ukrzaliznytsia distributes the scarce rolling stock of tanks and gondola cars on transparent terms. According to the results of the auctions on September 9 and 10, the demand for the last category increased, and the weighted average rate of the auctions exceeded the starting price by 41-54%. All 100% of the exhibited lots on gondola cars were drawn at auctions “Prozorro. Sale”.<\/span><\/p>\n Meanwhile, the EBA experts want to emphasize that the distribution of gondola cars should be based on precise planning, so that Ukrzaliznytsia will be able to fulfill its obligations under existing contracts and fully provide the cars that are put up for auction. The EBA Logistics Committee member companies emphasize that in the future such tenders should be conducted by a separate car company, which will be allocated as part of the reform of Ukrzaliznytsia.<\/span><\/p>\n Bidding on “Prozorro. Sale” is clear to all market participants and inspires confidence in the procedure of distribution of cars. The EBA wants to emphasize that it fully supports the departure from the “manual” distribution of cars and asks to take into account the business position on this issue.
