Yesterday, the Cabinet of Ministers of Ukraine decided to liquidate the State Architectural and Construction Inspectorate (DABI). Instead, a new body \u2013 the State Inspectorate for Architecture and Urban Planning (DIAM) will start working today.<\/p>\n
As stated by Mr. Oleksiy Chernyshov, Minister of Communities and Territories Development, there will be no DABI\u2019s former employees in the personnel structure of DIAM.<\/p>\n
Moreover, the human factor will be absent in the operation of DIAM with the digitalization of all relevant procedures.
\nBusiness welcomes the decision to optimize work in this area and make it better. After all, for the last six months, we in the European Business Association have received a lot of complaints from businesses about problems with obtaining permits from DABI. These were a significant delay in consideration of applications for commissioning the facility and the issuance of commissioning certificates, delay in making changes to building permits in connection with the adjustment of design documentation, difficulty in uploading relevant documents to the Diia system, etc. Moreover, there were issues with communication with the structure, no dialogue could be established.<\/p>\n
Therefore, the European Business Association welcomes the decision to have a body in the country that would perform its duties effectively, and not be an additional tool that complicates the work of transparent business. We very much hope that DIAM will become a really effective, strategic regulator in the field of urban planning, and the digital system of submission and receipt of documents will work efficiently and without failures.<\/p>\n
Moreover, we hope that the new team will be intolerant of corruption. At the same time, the community expects that local governments, which have been empowered to oversee the construction process, will abide by the letter of the law in their work. For its part, transparent business expresses its willingness to cooperate!<\/p>\n
