The last week of July has brought final resolution to a range of issues for which business has been actively advocating for a long period of time. Thus, the President of Ukraine signed Law \u2116 1586-IX \u201cOn Amendments to Article 4 of the Law of Ukraine\u201d On Pesticides and Agrochemicals \u201con the import of pesticides into the customs territory of Ukraine\u201d and Law \u2116 1591-IX \u201cOn Payment Services\u201d. The entry into force of these laws will not only benefit the agrochemical and electronic payments sectors but also improve the conditions for doing business in the country. In particular:<\/p>\n

Scientific research and state testing of CPPs are finally resumed in Ukraine<\/strong><\/p>\n

The Law of Ukraine on Import of Pesticides into the Customs Territory of Ukraine (\u2116 1586-IX, draft law \u21162289) is an extremely important document that the agrochemical community of Ukraine has been waiting for five and a half years. Thus, it gives the green light for the resumption of scientific research and state testing of innovative plant protection products in Ukraine.<\/p>\n

The adoption and implementation of this law also mark an important step towards sustainable and environmentally responsible agriculture as innovative products are more effective than those of previous generations and safer for humans and the environment.<\/p>\n

A payment services market will be relaunched in Ukraine<\/strong><\/p>\n

Already this year, the business community can expect the start of the transition to modern, European standards of the free market for payment services in Ukraine. Obsolete legislation in the field of payment services will be replaced by a new sectoral law \u2116 1591-IX, which among other things:<\/p>\n

– determines the general principles of functioning of payment systems in Ukraine;<\/p>\n

– establishes the rules for the provision of payment services and the principles of state regulation of the payment market;<\/p>\n

– adapts the legislation of Ukraine to the EU legislation and forms the legal basis for the integration of the payment system of Ukraine with the EU one;<\/p>\n

– strengthens the protection of the rights of payment service users.<\/p>\n

In general, the provisions of the new Law “On Payment Services” aim at the development and implementation of innovative technologies in the financial sector.<\/p>\n

Apart from those crucial laws, it should also be noted that this\u00a0week the Antimonopoly Committee of Ukraine\u00a0<\/strong>took into account<\/strong><\/a>\u00a0most of the EBA remarks\u00a0<\/strong>in its proposals for the second reading of draft law \u2116 5431.<\/p>\n

During a recent meeting on 20 July, the EBA experts provided a range of comments on the draft law, most of which were supported by the AMCU. It was namely the need to exclude provisions of the draft law that allowed the Committee to conduct inspections at any time of the day, inspect individuals’ residences, prioritize cases, and consider non-priority ones, etc. We hope that these proposals will also be taken into account by MPs when considering the draft law in the second reading.<\/p>\n

The European Business Association thanks the representatives of the Government of Ukraine, the Verkhovna Rada of Ukraine, the National Bank of Ukraine, the AMCU, the Office of the President of Ukraine, and the President of Ukraine for their support in considering business positions and fostering decisions that are important for the community! We expect that next week will also bring a lot of good business news!<\/p>\n
