Relevant\u00a0<\/span><a class=\"editor-rtfLink\" href=\"https:\/\/zakon.rada.gov.ua\/laws\/show\/z0807-15#Text\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">Order \u2116552<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0of the Ministry of Finance has already been amended and will be published soon.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This new requirement was discussed today by member companies of the EBA Customs Committee with authorized representatives of the State Customs Service of Ukraine \u2013 Ms. Svitlana Anishchenko and Oleksii Lyshenko. Representatives of the State Customs Service informed that the software and electronic application forms will be finalized and will be available on June 29 on the website of the State Customs Service of Ukraine and in the API format for software used by customs brokers.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This morning, June 24, a conference call was held with all regional customs of Ukraine, where customs officials received detailed instructions on how to operate each customs post depending on different modes of transport given the introduction of a new procedure for accreditation of foreign carriers.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Only Ukrainian companies will be able to submit applications online, due to the peculiarities of using electronic signature keys. The fact of accreditation can be verified in the relevant register that will be of open access.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">According to part one of Article 455 of the Customs Code of Ukraine, non-resident persons who are:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">Declarants of goods, commercial vehicles, in the cases provided for in paragraph 4 of part two of Article 265 of the Customs Code of Ukraine (foreign carriers of goods, commercial vehicles, transit through the territory of Ukraine);<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Carriers of goods across the customs border of Ukraine and\/or between customs offices on the territory of Ukraine or are the person responsible for such transportation (foreign carriers transporting goods under customs control).<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">The abovementioned persons can register as follows:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">When entering or leaving Ukraine by filling in the registration form directly at the checkpoint and providing a copy of the registration certificate of a non-resident issued by the competent authority of the country of registration;<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">By sending a completed registration form by post to any customs office and providing a copy of the registration certificate issued by the competent authority of the country of registration;<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">Directly submitting to any customs office, a completed registration form and copies of the registration certificate issued by the competent authority of the country of registration, or submitting these documents through an authorized person acting under a power of attorney on behalf of a non-resident or through a customs clearance agent based on an agreement between a non-resident and a Ukrainian customs broker.<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">The registration form can be completed in any language of official international communication. To speed up the processing of the information, it is advisable to fill in the form in Ukrainian or English.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">After entering the application data into the information system of the customs service, a non-resident person will be assigned a temporary registration number within one hour.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Refusal to assign a temporary registration number is possible if:<\/span><\/p>\n<ul>\n<li><span data-preserver-spaces=\"true\">the application form does not contain all the required data;<\/span><\/li>\n<li><span data-preserver-spaces=\"true\">the non-resident is already registered.<\/span><\/li>\n<\/ul>\n<p><span data-preserver-spaces=\"true\">The temporary registration number allows a non-resident person to carry out all customs formalities and procedures without restrictions.
