As a result of the meeting, it was agreed that the officials would provide formal clarifications on a range of business issues raised during the discussion.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">We are glad to inform the community that such clarifications from the representatives of state bodies have already been received by the EBA and can be found at the following links: <a href=\"https:\/\/eba.com.ua\/wp-content\/uploads\/2021\/04\/SSFSCP_re-Covid-restrictions-in-Kyiv_-485_-27.04.2021-1.pdf\">letter from the Department of the State Service of Food and Consumers Protection in Kyiv<\/a>; <a href=\"https:\/\/eba.com.ua\/wp-content\/uploads\/2021\/04\/KMDA-re-COVID-restrictions-means-of-commun-i-hygiene_-482_27.04.2021-1.pdf\">letter from the Kyiv City State Administration<\/a>.<\/span><\/p>\n<p><strong><span data-preserver-spaces=\"true\">Thus, the Department of the State Food and Consumer Service clarified the situation regarding the possibility of providing consumers with access to other groups of goods in shops where 60% of retail area are used for trade in food, fuel, medicines, veterinary drugs, hygiene products, household chemicals, communications, press and planting material (goods allowed for offline trade)<\/span><\/strong><span data-preserver-spaces=\"true\">. In particular, the business community was concerned that the latest Protocol decisions of the Kyiv City State Administration imposed stricter restrictions than those specified in Government Decree \u21161236 for the &#8220;red zone&#8221; in the context of access to other non-food products presented in the stores. The representatives of the State Food and Consumer Service explained that stricter requirements of protocol decisions of the Kyiv City State Administration on restricting access to other groups of non-food products, which are not covered by the exceptions specified in Resolution \u21161236 on goods allowed for offline trade, were in force until March 22, 2021, until the day when Kyiv was still in the so-called &#8220;orange zone&#8221; of epidemiological danger. On March 23, Kyiv was allocated to the &#8220;red zone&#8221;, and respectively, the provisions of Resolution \u21161236 for the &#8220;red zone&#8221; entered into force which \\ which allow the access of consumers to other non-food products available at the stores where 60% of the retail area are meant for trade in permitted goods.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In addition, the Department of the State Food and Consumer Service explained that for\u00a0<\/span><strong><span data-preserver-spaces=\"true\">address delivery<\/span><\/strong><span data-preserver-spaces=\"true\">\u00a0of goods can be conducted by non-food stores with their own delivery service, the service of third parties or, the self-delivery upon the agreement of the customer. However, the main requirement is that the goods must be delivered outside the store with payment available via online payment services, bank card, or cash to the courier upon receipt of the order.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">In turn, the Kyiv City State Administration reaffirmed that the current legislation allows trade in\u00a0<\/span><strong><span data-preserver-spaces=\"true\">means of communications and telecommunications<\/span><\/strong><span data-preserver-spaces=\"true\">, as well as hygiene products during the period when the city is at the &#8220;red&#8221; level of epidemiological danger.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Separately, we draw your attention to the fact that from May 1, the city of Kyiv will return to the &#8220;orange&#8221; zone. Therefore, the number of restrictions on economic activity will be significantly reduced.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Therefore, keep an eye on the situation with COVID
