Strict quarantine has lasted in the Kyiv region for a week now. And as reported by some media, severe restrictive measures are likely to be extended until the May holidays.<\/p>\n
The business understands the importance of introducing restrictive measures as the life and health of people are a top priority.<\/p>\n
However, the business community is confused about the improper implementation of regulations imposed by the authorities which negatively affects the work of companies.<\/p>\n
For example, the permit issuance system raises questions. According to EBA member companies, there are not enough permits issued for employees of critical infrastructure in Kyiv (food producers, pharmacies, etc.).<\/p>\n
So far, some representatives of critical infrastructure say that they have not received passes at all, and some have not received the amount needed to ensure the operation of companies. At the same time, the principle of their issuance remains unclear, according to which some entrepreneurs receive passes and others do not. Moreover, the Kyiv City State Administration told the EBA member companies that the number of available passes has been exhausted, so at the end of last week and this week, no business could receive any more passes.<\/p>\n
Besides, the introduction of a hard lockdown has put a huge burden on local authorities. However, this does not in any way mean that they can neglect the efficiency and transparency in their work. Moreover, according to information from business, some regions still managed to organize the work properly, for example, in Mykolayiv and Lviv regions.<\/p>\n
Therefore, the European Business Association calls on the Kyiv City Administration to respond to this situation. Moreover, these problems have not been tackled for the second year in a row. So, the Kyiv local authorities may consider an option to switch to the digital format of issuing special passes for public transport to make the procedure more effective and transparent.<\/p>\n
In difficult times, the government and business must go hand in hand to survive. Therefore, the business hopes that Kyiv will be able to become an example of effective work and communication with business as the current interaction appears to be quite problematic.<\/p>\n
